The game for votes and Ismail Qemali BY AFRIM KRASNIQI It was said in November 2012, but in the flood of patriotic promises it was quickly forgotten. Yesterday it was said again, more forcefully, more confidently and more concretely: “in state offices, everywhere in the administration, in embassies, there will be Ismail Qemali and no President who is elected today and leaves tomorrow.” This is the promise given by the prime minister in the shadow of what the rule of law promises, the opposition leader who promises Albania’s rebirth, and the first PS candidate on the Vlora list who promises to restore the city’s lost glory. The first observation is that in the third sense the promise may have some meaning, because it produces local votes; in the other two senses the promise comes in sharp contrast with the claims. This is for several fundamental reasons. First, Albania is a parliamentary republic and has a President as head of state. In 1912... continues on page 21
