Commentary BY AFRIM KRASNIQI A “technical” problem with the voting in the PD The PD’s decision to ap- ply elections based on the principle of 1 member - 1 vote brings back into focus one of the fundamental problems of Albanian parties: their real membership. The PD adminis- tration led by the Minister of Interior has stated that the verification of membership has been completed, and that the election date has now been set. Commissions have been estab- lished, but two important details have not yet been reported: what are the rules for candidacy and competition, on what basis a candidate is accepted and another rejected; secondly, what is the number of members with the right to vote. In 2009 the PD reported 76 thousand mem- bers, 32 thousand fewer than in 1992 and 1996. In 2011 it was officially reported that the num- ber of members had increased by 15 thousand, reaching 91 thousand. During the pre-election tour with young people in different cities of the country during the January-May 2013 period, 21 thousand were announced... continued on page 22
