Comment BY AFRIM KRASNIQI A little dignity Parliamentary elections are the main element of democracy. They are usually held to approve political offers, to grant the 4-year government mandate and to determine which side governs and which remains in opposition as its alternative. In every election there is a winning side and a losing side, a result that is not eternal and that expresses the constitutional sovereignty of citizens. Therefore elections are a multiple test: for the winner, for the loser, for the citizens, for the institutions, for democratic maturity and for the standards of democracy. Therefore post-election behavior requires dignified treatment of the results, political culture and an open civic mind. In 23 years of transition there have been many cases to demonstrate dignified behavior by winners and losers in elections. In 1991 the democrats lost, but showed dignity. In 1992 the socialists also lost and showed dignity. In 1996 and 1997 both sides experienced absolute victory and defeat, and both sides showed a marked lack of dignity, ethics and responsibility in reading the results. In 2001 the same wrong behavior was repeated by both sides, the one that won more than it deserved and the one that lost mainly because of its own faults… ► continues on page 12
