I mean, how strong can you be when your allies insist on wearing masks? But Putin thinks he knows his opponents better than they know those around him. He thinks that Americans will never be serious about energy, that Europeans will never be serious about sanctions, that Ukrainian reformers will never be serious about gov- ernance, and that he can control the separatist forces he has “released” in Ukraine, set them on the attack, or pull them back whenever he wants.
