Comment by Bashkim Muça. Kosovo, a difficult equation. The June 8 elections in Kosovo brought only one change. “Behgjet Pacolli” has gone and “Fatmir Limaj” has arrived. But this change has turned out to be upside down. Fatmir Limaj has signed a governing coalition agreement with LDK and AAK, which together have clearly pushed aside Thaci’s PDK, normally considered the election winner. The spectacular LDK-AAK-Nisma agreement, all three together surpassing PDK by 10%, supported so far by VV, has shifted attention to the interpretation of the Constitution of Kosovo. There are only 3 lines that define the way the Prime Minister is appointed. Article 95/1: “After the elections, the President of the Republic of Kosovo proposes to the Assembly the candidate for Prime Minister, in consultation with the political party or coalition that has won the necessary majority in the Assembly to form the Government.” ...
