To increase the country's budget by 32 million dollars (or as much as one percent of your annual spending) for the remaining part of the year is nothing. But when for 5 years the budget has only been cut, and you change it with a reduction in spending in the middle of the year, then this stopping of play, this “turning of the page” or direction for our State Budget, means something. A budget is responsible when it thinks about the citizen.
