Unlike last year, when IMF representatives were “offered” as many as 29 versions of the fiscal package accompanying the new budget, this year the Minister of Finance, Shkëlqim Cani, kept the promise he made at the beginning of the year by starting the discussion of the new fiscal package already in midyear. The Ministry now has ready the “milestones” for drafting the route of legal and sublegal changes affecting next year’s budget. Some of them (such as the change in excise duties for “hard goods”) have been drafted and are being discussed. Other legal and sublegal acts are on the tables of public experts.
