COMMENT BY Ilir Dhima Time no longer waits for the upcoming elections It is true that the beginning of this year has been a very demanding period, marked by unforeseen and unexpected situations, which placed a multiple managerial burden on state institutions. Dealing with these situations slowed down the pace of preparing for the successful holding of the elections for local government bodies on the decreed date - 21 June 2015. This kind of slowdown becomes even more significant if one bears in mind the special nature of these partial elections, held immediately after the change of the country's Territorial Map, which, even after a decision by the Constitutional Court stating the constitutionality of the relevant law, was still challenged and continues to be opposed by most of the opposition. ► continues on page 13
