COMMENT BY Fatos Çoçoli How is the politics-business relationship regulated? Even in the most developed Western democratic countries, the relationship between entrepreneurs and politicians is difficult and not infrequently the subject of scandals and court cases. Politics needs the support of business in election races and, under today’s conditions when these races have become very costly in media terms, politics needs business and its funds like oxygen. For their part, entrepreneurs want favors from politicians in power, without worrying much about legal violations because usually the one who ends up in court is the giver of the abusive favor, not its beneficiary. Countries such as the USA, Great Britain, etc., have regulated this relationship through lobbying law, making it a legal obligation to publish the funds that political parties or their election candidates receive from various companies or individuals, even setting caps on the limits of the funds given. But if in the above-mentioned countries, and even in democracies such as Germany, France, Italy to some extent, etc., business donations are concealed at the level of 20-30 percent (that is, for every three donations of funds or other forms of support, one is made public), here in Albania the ratio is one to many! Our business community has not been satisfied merely with investing in various media outlets in order to influence politics to give it public tenders. continues on page 18
