OPINION BY Kol Nikollaj Unions, as institutions that carry out social and public activity, are interest groups that represent economic, social and societal interests collectively organized through their legal institutions with partner status in all professions and territorial levels. Therefore, unions have an essential and irreplaceable role, of course when they are free, politically and economically independent, as well as socially emancipated. If these unions do not have democratically accepted standards in their organization and internal development, then they are outside their function in an open and democratic society. As a result, these unions create a formal relationship with society, turning into “unions with one chairperson and a seal in their pocket.” Given the unfortunate legal vacuum in Albania, this negative model is present everywhere, but it has become dominant in the public services sector and the state administration, and especially in the education sector. continued on page 11
