President Ilir Meta announced yesterday his unprecedented decision to cancel the local elections of June 30, but asked for two days to find the “constitutional, legal and logical” grounds in support of his decision. This means that, for the moment, when he announces the new decree to repeal the previous one, he still does not have a legal basis. So what lies behind this so hasty statement? Why did he not wait until Monday morning, when his lawyers are thought to have had the justifications ready as well?
