Yesterday at the meeting of the National Council of the Democratic Party “Now we have secured for the next three years 1.5 billion dollars” were Berisha’s words, which put a monetary value on the deal he offered to sign with Albanians in exchange for the vote for the new chair. So yesterday Berisha handed out before the Albanians the “second cheque,” the blue cheque with which he seeks to buy their minds and votes. Nothing more and nothing less than what he had promised before March 22, which was painfully turned into garbage, mud, darkness, unemployment, clandestine emigration, drowning at sea, beatings and killings by the police, restriction of speech and thought, fear, less freedom. But even if this living four-year example did not exist, Albanians know that what Berisha promises for the next four years is the domestic debt of 470 million dollars, which will be paid from the taxes of these Albanians or this electorate. It is this debt that, for 1996 alone, is forecast by Berisha to increase 2.2 times compared with 1995. — Page 3 CONSTITUTION
