Survey by the Association "For free elections and democratic culture" The Association for democratic culture, an independent, non-governmental and non-political association, conducted a survey in the city of Tirana in December 1995, with the aim of identifying the state of the electoral culture of the individuals and families surveyed, in relation to the level of interest in and sensitivity to education issues. Of the 1,000 survey forms distributed in one district of Tirana, 373 were returned by mail. This figure is satisfactory by Albanian standards, not alarming at an international level, and would be encouraging if 30% of the questionnaires were returned. According to international parameters, the low response levels were assessed. Good Average Poor Good Average Poor How did parliament perform? How did the government perform? 4 40 37 12 36 47 Parliament's work is judged to be poor, as is politics. The social problems for citizens are electricity, unemployment and corruption.
