Finsberg warns of the possibility of Albania’s expulsion from the CoE
From the press conference of the Council of Europe delegation
The vice-chairmen of the committees from the center to the local level should be from the opposition
The keynote address by the head of the delegation, I. Finsberg, to the press in the premises of the «Dajti» hotel, broadcast on Europos [?]
Asked by one of the journalists, Finsberg, after the conclusion of talks with Albanian senior officials and political parties, declared that Albania is at a crossroads and that future developments depend on the attitude of the political forces in the country. At the beginning of the press conference he stated that serious efforts were being made in the Parliamentary Assembly of the Council of Europe to expel Albania from this institution. Asked about the opposition’s request for a referendum on the Constitution or the need for early elections, he said that the Parliamentary Assembly had expressed its view on the need for the deputy chairmen of the committees and the central election commissions at all levels to be elected so that they are under the control of the opposition. Considering that the negotiating positions need to be improved, Finsberg said that there is no point in talking about expulsion from the Council of Europe, but a lack of political progress could lead the country into this situation. He said that the delegation had come to Albania to assess the conditions under which dialogue between the political forces in the country could resume to what extent, without which, he said, the country risks sliding into destabilization. In this context, Finsberg stated that there is no point in blocking the decisions of a political party. Albanians, moreover, he said, must build dialogue on the basis of the opposition’s demands, just as in democratic pluralism in the countries of Western Europe every move toward normalizing political life is made on the basis of the opposition’s demands.
