The pyramid systems and schemes, on this zero basis, to be completely transformed and then to take the still “available” part that has been calculated within this framework through the contribution of the Albanian population, have a possibility that can pay for it. On this basis, taking into account every monetary transaction regardless of when it was deposited and disinvested, their participation in the ownership of the scheme, the value of the shares with which it operates, we are trying together with international partners to guarantee verifiable transparency, to understand the mechanism of fraud and self-deception as well as the degree of profit or loss for each investor, therefore also for every defrauded Albanian. This will make it possible, through a clear appeal, to make an all-inclusive decision outside the scheme's traces. Its morality and fundamental life that helped in the real estate still “available” from those schemes and those funds they managed. This forced transaction would increase the degree of national saving. It is also necessary for all experts, specialists and those who through them and with illegal methods transferred currency, capital, finances, etc. abroad, with specific destinations, with energy and more quickly of convertible resources, to help and make transparent every such activity that serves either punishment or putting these capitals to work. Since my economic and socio-economic policy will be based on the rebirth of production, of the market and of the private economy within the framework of a free economy clearly oriented by consumer demand, by the needs of consumption and investment, without still hypothetically repaying debts and investments that are not productive, we will certainly help make it possible for a state to find the balance of its finances as well as for the future use of every Albanian.
