Crime in handcuffs

The government approves the anti-crime structure in the major cities The protection of public order and peace, as well as the execution of the law in a timely and rigorous manner, is the issue that has been sharply placed before the agenda for today. The goal is to respond convincingly to all those who nurture illusions that public order and the conditions for the safety of citizens' lives and work can be undermined. Every case of lawbreaking, every violent act or breach of order will be met with the force of the entire machinery of the state. This objective was clearly defined at the first meeting of the new government by Prime Minister Fatos Nano and Speaker of Parliament Skënder Gjinushi, who asked the Minister of Order, Neritan Ceka, to present to the cabinet a plan of action for restoring order. The government also approved the reinforced anti-crime structure in cities such as Tirana, Durrës, Fier, Shkodër, Korçë, Vlorë, Elbasan. By 18 August 1997, hundreds of vehicles, with registration numbers 042 230 100 and equipped with special uniforms and the PSSH logo, will be moved to these cities. The anti-crime units will work under the orders of the Ministry of Order and will carry out surprise checks at roadblocks and checkpoints. A.V. Not having taken enough time to select the new employees, the new leaders of the Ministry of Order made great efforts to secure experienced specialists and at the same time to preserve the balance with the previous police staff. The situation to restore normality and to dismantle the tools of order required maximum operational mobilization. Meritocracy or corridor-ocracy?

Drawing from prejudices after the democratic concealment of people with national independence and the[?] of law Combination and opposition to the law MIMOZA HYSA begins her article by making it clear that the path out of the darkness of calm, which has been won through sacrifice and not a few sacrifices, requires not only civility, morality and legal compliance, but above all the holding of the state. There is no success in doing this on the basis of the two reasons identified above. First, the values of the courts, which are growing and common without ownership, are positive; second, to strengthen values, the current governance is not enough but a completely different approach is needed. Discussions about selection must aim to create a free and honest administration and be a quick and stable process. According to her, the criteria are fair. Most of them are clear, but it has been necessary to make them work in essence. In a special phase of the situation in the country, meritocracy must be the first step. Changes and reform in the administration require people with experience and responsibility. This means higher standards, professionalism and a break from the corridors. Corridor-ocracy, according to the author, is the product of informal ties, favoritism and interference, not of ability and work.
