On 15 July 1997, a diplomatic passport was issued and stamped in the name of the former Defence adviser, in office since 1992, in order to grant him the right to move freely. In this list there are also the names of relatives, friends and acquaintances with no connection whatsoever to the diplomatic corps. Let us return for a moment to the facts of the passport affair. The investigative commission strongly suspects a considerable number of documents issued outside the criteria. There are hundreds of diplomatic and service passports issued through dubious procedures. Among them are also the names of people with no state function at all. Aliko, a word recently used to characterize a type of unscrupulous official, best symbolizes a period in which the diplomatic passport was treated as private property. Likewise, dizzying payments were made for phone calls, per diems, travel, airline tickets and fuel. The traces of this activity are found in archives and in numerous testimonies. Documents with stamps, internal orders, registers and invoices present a bleak picture of what happened in the Ministry of Foreign Affairs. The investigations continue to uncover a mechanism involving senior and mid-level officials. Verification shows that for 50 people and in the falsehood of the annual bookkeeping of the instructor.
