The Kosovo issue is a serious concern for the Albanian government and for the wider public opinion. It must never be dealt with solely and exclusively as a matter of relations with Yugoslavia. The legitimate concerns and interests of the Albanians of Kosovo can be discussed and addressed in the overall process of normalizing relations with Yugoslavia. Precisely because of the interest in, and the obligation to, help the Albanians of Kosovo in realizing their legitimate rights, an indifferent, exclusionary policy toward the Kosovo issue and its rightful demands cannot in any way be recorded or tolerated by us.
