German company “Liesen”: We’ll pave Tirana’s roads for free. Apostoli spent 150 million on roads at the state’s expense German company “Liesen”: We’ll pave Tirana’s roads for free The chairman of the Germany-Albania Business Association says that a year ago he offered the Minister of Public Works and Transport, Apostoli, to have Tirana’s roads paved free of charge. “I brought the Berlin-based company ‘LIESEN’ to Tirana, which undertook to pave all of Tirana’s roads for no money. The company considered this a trial run for subsequently taking part in the construction of various sections on the East-West and North-South routes. Naturally, it would compete in the tender, with its only advantage being a preference for it,” says Hinderer, head of the Germany-Albania Association. He says that there was correspondence with former minister Apostoli. Apostoli spent 150 million on roads at the state’s expense While the proposal from the Berlin-based company “LIESEN” was still on the table, Apostoli immediately procured around 91.5 million lekë for paving several roads in the capital. Later, he asked the Council of Ministers for a further 60 million lekë, which were also granted. Another approximately 5 million lekë was added for repairs and cleaning of the channels. All of this took place within a few months and through direct procurement. This money would not be remembered if the roads paved now did not show that they need to be paved again just a few months later. The first days of winter are here, and the water has begun to erode them, exposing the potholes once again.
