Criminals from every district can be found at ease on the “Dëshmorët e Kombit” boulevard promenade TIRANA—A whole cesspool descends every evening onto “Dëshmorët e Kombit” boulevard. Cars with foreign plates, cars with tinted windows, luxury cars—especially those with plates from Fier, Berat, Krujë, Laç and Shkodër—could be seen speeding recklessly along Tirana’s central boulevard, showing off. The police were at the head of the boulevard, directing traffic, but not for them. They restricted traffic for ordinary citizens and even for members of parliament, whom they barked at. It was a truly comical sight: tough baldies were allowed through, even being saluted with a military-style hand gesture. Meanwhile, there was no doubt that these tough baldies had not only cassette players blaring melodies at full volume inside their cars, but also weapons, from pistols to perhaps something of a larger caliber. But there was no one on the boulevard to check them. For about two days now, this category of hooligans, who continue to squander money made from trafficking women, weapons and drugs at venues already known as criminals’ hangouts, 200 meters from the entrance to the boulevard, has also grown in number. Among them are people publicly known to be wanted by the police. But nobody checks them, let alone teaches them to behave like capital-city residents on the streets of Tirana.
