NATO's General Staff has clearly explained to the parties, without any doubt, what the Serbs must do; how they must move; where they must move; how they must withdraw from their positions in Kosovo; at what pace and at what speed they must move and in what direction, in accordance with the general requirements of the Kumanovo Agreement, which appears to be a figure, but strict rules, and equally clear ones, for the withdrawal of Serb forces.
