Private companies were used, double records were kept, verbal orders were issued, and certain subjects were favored. In this context, names of officials appear who, according to the material, committed elements of a criminal offense. At the end of January 1999, the State Intelligence Service presented a preliminary report speaking of links between important figures in the administration and smuggling networks. Later, the law-enforcement bodies continued the checks and in the following months new testimonies were obtained, which strengthen suspicions of the involvement of high-ranking officials. I am convinced that this is an attempt to evade criminal and institutional responsibility. Albania cannot move forward if it hides the truth and does not strike against smuggling with all the means it has at its disposal. If we want a rule-of-law state, there must be equality before the law, everyone must be investigated, and no one should be protected because of their political position. It has been linked to segments of the administration, to captured customs, to a police that was incapable or submissive, and to political protection. That is why dismantling these networks requires strong will and transparency. Berisha and those who today try to avoid responsibility cannot hide behind propaganda noise. If they have objections, let them present them with evidence. Silence, personal attacks, and attempts to intimidate investigators do not change the truth. Albania must break away from this perverse model, where the state is captured by private interests and used against the public interest. The fight against smuggling is a test of the seriousness of the government, the judiciary, and the political class as a whole.
