Deri para 5-6 viteve, pensionistët në qytet kishtein dalë me deficite të rënda për të siguruar bukën e gojës. Të ardhurat e disa prej tyre jo vetëm që ishin të mjaftueshme për jetesë, por shpesh herë ato kapnin vetëm 25 për qind të shpenzimeve minimale të jetesës. Ishte fjala për një standard që tejkalonte "normat" e sotme, sidomos në kushtet e krizës së tregut dhe të pajisjes së tij me të mira. Kësisoj, edhe kur pensioni ishte i lidhur me pagën, punëtorët e para 10-15 viteve janë dashur të mbajnë gjallë veten jo vetëm me ndihmën e familjes, por edhe me ndihma të tjera. Në këtë kohë u ndërtuan, më tepër se tani, vende për pensionistë.
