Problems that require solutions Problems that require solutions: with this title, the article we are publishing, written on 25 September 1992 by a pensioner who today cannot get out of bed, wandered through all the editorial offices of the time and was returned to its owner with the Greek note “not to be published.” Last week, two articles written in 1992, one about the problems of the persecuted and another about issues of land ownership, were brought to the editorial office by a relative of the author, with the request that they be published.... Since the first appearance of newspapers with a democratic spirit, many articles have been written in them (it is now difficult to count), full of propaganda and trickery, where the persecutor is presented as the persecuted and the persecuted as their own persecutors. In such sketches, the persecutors are shown sitting in comfortable armchairs and dressed calmly and with plenty of comfort and luxury, as are the former persecuted. These persecutors are former investigators, prosecutors, judges, employees of internal affairs branches, officers and chiefs of the Ministry of the Interior, leaders of party committees and former directors. So far, not one of them has had a thorn in his side; they continue to enjoy all the privileges won on the blood and bones of their victims. Even the investigators continue to receive pensions higher than those of their victims. I think the time has come to stop the formal pampering of the former persecuted and turn our heads toward their executioners. We must not become bad doctors by trying to cover a wound with a bandage while leaving it inside, because this will bring serious consequences in the future. The solution I propose is a problem that has been discussed and dragged on for a very long time: the problem of opening the files. This issue has been discussed several times in Parliament as well. In this regard I can say that many files have disappeared during this transitional period. Even those that still exist have been falsified. Therefore, the real files are the people who can identify with precision who the misfortunes happened to. Once again, I believe this problem must be solved if we truly want to do good for our people and create genuine social peace. I am of the opinion that the state should urgently create a special office within the prosecutor’s offices, where the persecuted can submit their complaints against those who darkened their lives, took away their honor and destroyed their fields, and have them verified. These requests should be examined and, where there are serious violations, the citizens should be held accountable, while the minor cases should be resolved by civil means according to the law itself. Probleme që kërkojnë zgjidhje Probleme që kërkojnë zgjidhje, me këtë titull shkrimi qe po botojmë i shkruar me 25, shtator 1992 nga një pensionist qe sot nuk lëviz dot nga shtrati, u end nëpër të gjithë redaksitë e kohës dhe iu kthye të zotit me shënimin gërqes “nuk botohet”. Javen e kaluar dy shkrime e shkrojtura më 1992 hyre për problemet e persekutuarve dhe të tjera për probleme të pronësisë mbi token i solli në redaksi një e afërm e autorit me lutjen per t’i botuar.... Që me fillimin e daljes në qarkullim të gazetave me frymë demokratike në të janë shkruar shumë artikuj ( s’ka tani ecën e vështirë të numerohesh, me propagandë kurre dhe rrengjesh, ku persekutuesi është i persekutuari dhe të përsekutuarit e tyre. Me një skicë të këtij lloji e zëmë të ulur në poltrona komode e të veshur të qetë e plot komoditet e luks persekutorët, por dhe ishtë-përsekutuarit. Këta persekutorë janë ish-hetues, prokurorë, gjyqtarë, punonjës të degëve të brendshme, oficere e shefa të Ministrisë së Brendshme, drejtues të komiteteve të partisë e ish-drejtorë. Deri tani asnjërit nuk i ka hyrë ndonjë gjemb në këmbë, ata vazhdojnë të gëzojnë të gjitha privilegjet e fituara mbi gjakun dhe kockat e viktimave të tyre. Bile hetuesit vazhdojnë të marrin pensione me të larta se viktimat e tyre. Mendoj se ka ardhur momenti që t’i lëmë përkëdheljet formale të ish të persekutuarve dhe të kthejmë koken nga xhelatët e tyre. Nuk duhet të bëhemi mjekë të keqinj duke u përpjekur t’u vëmë plagës korre, duke e lënë brenda, se kjo do ta sjellë konsekuenca të rënda në të ardhmen. Zgjidhja që propozoj është një problem që diskutohet dhe zvarritet prej shumë kohësh, problemi i hapjes së të dosjeve. Ky problem është diskutuar disa herë edhe në Parlament. Lidhur me këtë mund të them se shumë dosje gjatë kësaj kohe tranzitore janë zhdukur. Edhe ato që ekzistojnë janë falsifikuar. Prandaj dosjet e vërteta janë njerëzit që mund të përfaktojnë me ekzaktësi se kush ndodhur fatkeqësitë. Edhe njëherë nuk kam bërë ky problem duhet zgjidhur më qoftë se duam më të vërtetë të mirë popullit tonë dhe duam të krijojmë një paqe të vërtetë sociale. Jam i mendimit që shteti duhet të krijojë urgjentisht një të veçantë pranë prokurorive, ku të persekutuarit të paraqesin ankesat e tyre për ata që u kanë nxirë jetën, u kanë marrë nderin e arat qe u kanë shkatërruar, të vërtetuar. Këto kërkesa duhet të studiohen dhe, aty ku ka shkelje të rënda, t’i marr në përgjegjësi shtetasit, kurse rastet e lehta t’i zgjidhë me mënyrë civile sipas ligjit ari i vet. Elmaz Hasani 25.9.1992

Problemi che richiedono soluzioni Problemi che richiedono soluzioni: con questo titolo, l’articolo che pubblichiamo, scritto il 25 settembre 1992 da un pensionato che oggi non riesce più ad alzarsi dal letto, ha girato per tutte le redazioni dell’epoca ed è stato restituito al proprietario con l’annotazione in greco “non si pubblica”. La settimana scorsa, due articoli scritti nel 1992, uno sui problemi dei perseguitati e un altro sulle questioni della proprietà della terra, sono stati portati in redazione da un parente dell’autore con la richiesta di pubblicarli.... Fin dall’inizio della circolazione dei giornali di spirito democratico sono stati scritti moltissimi articoli (oggi è difficile contarli), pieni di propaganda e di imbrogli, in cui il persecutore viene presentato come perseguitato e i perseguitati come loro persecutori. In uno schizzo di questo genere, immaginiamo i persecutori seduti in comode poltrone e vestiti con calma e pieno comfort e lusso, ma anche gli ex perseguitati. Questi persecutori sono ex investigatori, procuratori, giudici, addetti delle sezioni degli interni, ufficiali e capi del Ministero dell’Interno, dirigenti dei comitati di partito ed ex direttori. Finora a nessuno di loro è entrata una spina nel piede; continuano a godere di tutti i privilegi ottenuti sul sangue e sulle ossa delle loro vittime. Perfino gli investigatori continuano a ricevere pensioni più alte di quelle delle loro vittime. Penso che sia arrivato il momento di lasciare le carezze formali agli ex perseguitati e di rivolgere lo sguardo ai loro boia. Non dobbiamo diventare cattivi medici cercando di mettere una benda sulla ferita lasciandola dentro, perché ciò avrà gravi conseguenze in futuro. La soluzione che propongo riguarda un problema discusso e rinviato da molto tempo: l’apertura dei dossier. Questo problema è stato discusso più volte anche in Parlamento. A questo proposito posso dire che molti dossier durante questo periodo di transizione sono scomparsi. Anche quelli esistenti sono stati falsificati. Perciò i dossier veri sono le persone che possono identificare con esattezza a chi siano accadute le disgrazie. Ancora una volta, ritengo che questo problema debba essere risolto se vogliamo davvero fare del bene al nostro popolo e creare una vera pace sociale. Sono del parere che lo Stato debba creare con urgenza un ufficio speciale presso le procure, dove i perseguitati possano presentare le loro denunce contro coloro che hanno oscurato la loro vita, tolto loro l’onore e distrutto i campi, e farle verificare. Queste richieste devono essere esaminate e, nei casi di gravi violazioni, i cittadini devono essere chiamati a risponderne, mentre i casi lievi devono essere risolti in via civile secondo la legge stessa.
