It may happen that he remains in power in Serbia even if a new blow were to occur directly. The signatories recall that this Contact Group includes the most powerful countries in the world and that their authority remains limited to preserving Balkan stability. After the Contact Group’s decision, Milošević is positioned to continue remaining, at least formally, as head of state. The whole thing learns less and less in order to defeat him; it may seek the right to his own name. The various states in this process have taken different positions and have served to ensure that central support for one of the Kosovo issues comes quickly. However, the final solution is known. The narrow path for saying that the war is past is only in contradiction with what is proposed for Kosovo. And if this is clearly a separate matter, then it will be possible that it cannot be ruled out. But let us not forget that the continuation of this process must also be carried out by Serbs and Kosovo Albanians. If the solution in Kosovo is fair and rests not only on mediators but on the real situation, it can be sustainable. He has started looking again for allies, and the West is the most important one. If he remains in power, he is destined to rely on the Albanian minority. According to him, failing to solve the Kosovo problem is a flaw and it is what is trying to keep the regime on its feet. The more he tries to solve this, the more he ends up with a wrong policy. There is no doubt that he will continue trying to keep the old majority, but the more this problem is postponed, the harder it becomes.
