The various states in this process have taken different positions and have served to ensure that central support for one of the Kosovo issues comes quickly. However, the final solution is known. The narrow path for saying that the war is past is only in contradiction with what is proposed for Kosovo. And if this is clearly a separate matter, then it will be possible that it cannot be ruled out. But let us not forget that the continuation of this process must also be carried out by Serbs and Kosovo Albanians. If the solution in Kosovo is fair and rests not only on mediators but on the real situation, it can be sustainable. He has started looking again for allies, and the West is the most important one. If he remains in power, he is destined to rely on the Albanian minority. According to him, failing to solve the Kosovo problem is a flaw and it is what is trying to keep the regime on its feet. The more he tries to solve this, the more he ends up with a wrong policy. There is no doubt that he will continue trying to keep the old majority, but the more this problem is postponed, the harder it becomes.

Por, të mos harrojmë se edhe vazhdimi i këtij procesi duhet të bëhet nga serbët dhe shqiptarët e Kosovës. Nëse zgjidhja në Kosovë është e drejtë dhe nuk e mbështet vetëm tek ndërmjetësit, por tek gjendja reale, ajo mund të jetë e qëndrueshme. Ai ka filluar të kërkojë përsëri aleatët, dhe perëndimi është më i rëndësishmi. Nëse ai mbetet në pushtet, ai është i destinuar të mbështetet në pakicën shqiptare. Sipas tij, mos zgjidhja e problemit të Kosovës është një defekt dhe ai që po përpiqet të mbajë regjimin në këmbë. Sa më shumë që ai përpiqet ta zgjidhë këtë, aq më shumë po mbaron me një politikë të gabuar. Nuk ka dyshim që do të vazhdojë të përpiqet të mbajë shumicën e vjetër, por sa më shumë të shtyhet ky problem, aq më i vështirë bëhet.

Potrebbe accadere che resti al potere in Serbia anche se dovesse verificarsi un nuovo colpo direttamente. I firmatari ricordano che questo Gruppo di Contatto include i paesi più potenti del mondo e che la loro autorità resta limitata al mantenimento della stabilità balcanica. Dopo la decisione del Gruppo di Contatto, Milošević è messo nelle condizioni di continuare a restare, almeno formalmente, capo di Stato. Tutto ciò fa sì che si cerchi sempre meno di sconfiggerlo; potrebbe rivendicare il diritto al proprio nome. I vari Stati in questo processo hanno assunto posizioni diverse e hanno servito a garantire che il sostegno centrale a una delle questioni del Kosovo arrivi rapidamente. Tuttavia, la soluzione finale è nota. La via stretta per dire che la guerra è ormai passata è in contrasto solo con quanto si propone per il Kosovo. E se questa è chiaramente una questione separata, allora sarà possibile che non si possa escludere. Ma non dimentichiamo che la prosecuzione di questo processo deve essere portata avanti anche dai serbi e dagli albanesi del Kosovo. Se la soluzione in Kosovo è giusta e non si basa solo sui mediatori, ma sulla situazione reale, può essere duratura. Ha ricominciato a cercare alleati, e l’Occidente è il più importante. Se resta al potere, è destinato a fare affidamento sulla minoranza albanese. Secondo lui, il mancato समाधान del problema del Kosovo è un difetto ed è ciò che cerca di tenere in piedi il regime. Più cerca di risolverlo, più finisce per seguire una politica sbagliata.
