The G-8 resolution, which envisaged declaring an oil embargo, would not have helped the authority of UNMIK in Kosovo. This is how Russia’s ambassador to Albania, Bashkir Bazarbajev, commented yesterday in Tirana. According to him, the G-8 did well to agree that the matter be examined with the new draft resolution formulated by Kofi Annan, moving away from another approach in the world. In the end, the ambassador stressed, the disagreement between Russia and the UN has been resolved, which makes it possible to move forward with concrete projects, especially the new draft resolution. Speaking about the escalation of the crisis in Kosovo, he said that everything must be resolved through diplomatic means, and that the Kosovo issue should not be elevated to the level of a permanent problem. The ambassador praised the positions of the West and Russia on this issue. He recalled the 1992 agreement, saying that after the blockage of the project to impose a new tax on Yugoslavia, a path had been opened to a new war, which, in his view, would create a real risk to the sovereignty and security of the Balkans. In the context of the discussion, the ambassador added that the US, the UN and the European Union have put pressure on everyone to avoid the use of weapons and to resolve the crisis through dialogue. He also noted that Russia had asked for the Serbs of Kosovo to be protected and for their rights to be respected.

Rezoluta e G-8, e cila parashikonte shpalljen e embargos së naftës, nuk do t’i kishte bërë mirë autoritetit të UNMIK-ut në Kosovë. Kështu e komentoi dje në Tiranë ambasadori i Rusisë në Shqipëri, Bashkir Bazarbajev. Sipas tij, G-8 ka bërë mirë që pranoi të shqyrtohej çështja me projektrezolutën e re të formuluar nga Kofi Anan, duke iu larguar një qasjeje ndryshe në botë. Më në fund, theksoi ambasadori, ka arritur të zgjidhet mosmarrëveshja mes Rusisë dhe OKB-së, dhe kjo bën që të ecet përpara me projekte konkrete, e veçanërisht me projekt-rezolutën e re. Duke folur për përshkallëzimin e krizës në Kosovë, ai tha se gjithçka duhet të zgjidhet në rrugë diplomatike, dhe se çështja e Kosovës nuk duhet të ngrihet në nivelin e një problemi të përhershëm. Ambasadori e vlerësoi pozitën e perëndimit dhe të Rusisë për këtë çështje. Ai kujtoi marrëveshjen e 1992-it, se pas bllokadës në projektin e vendosjes së taksës së re ndaj Jugosllavisë, a ishte bërë rrugë për luftë të re, e cila, sipas tij, do të çonte në rrezik real për sovranitetin dhe sigurinë e Ballkanit. Në kuadrin e këtij bashkëbisedimi, ambasadori shtoi se SHBA, OKB dhe Bashkimi Evropian kanë bërë presion për të shmangur përdorimin e armëve dhe për të zgjidhur krizën përmes dialogut. Ai përmendi gjithashtu se Rusia ka kërkuar që të mbrohen serbët e Kosovës dhe të respektohen të drejtat e tyre.

Alla fine, ha sottolineato l’ambasciatore, la divergenza tra Russia e ONU è stata risolta, e questo permette di andare avanti con progetti concreti, in particolare con la nuova bozza di risoluzione. Parlando dell’escalation della crisi in Kosovo, ha detto che tutto deve essere risolto per via diplomatica e che la questione del Kosovo non deve essere elevata al livello di un problema permanente. L’ambasciatore ha apprezzato la posizione dell’Occidente e della Russia su questa questione. Ha ricordato l’accordo del 1992, dicendo che dopo il blocco del progetto di imporre una nuova tassa alla Jugoslavia, si era aperta la strada a una nuova guerra, che, secondo lui, avrebbe comportato un rischio reale per la sovranità e la sicurezza dei Balcani. Nel quadro del colloquio, l’ambasciatore ha aggiunto che USA, ONU e Unione Europea hanno fatto pressione per evitare l’uso delle armi e risolvere la crisi attraverso il dialogo. Ha inoltre affermato che la Russia aveva chiesto che i serbi del Kosovo fossero protetti e che i loro diritti fossero rispettati.
