The border [unclear text], as well as the former secretary of the Public Order Branch in Korçë, continue on their own. I do not think the copper mystery ends here. It has only just begun to shed light on this serious crime. The accusation is serious. It has been signed by thousands of unemployed workers. Korçë has signed it, and the day will not be far off when, in the name of the law, the tentacles of the smuggler “octopus” will be cut off. They say that now at the Kapshticë customs checkpoint not even a fly can pass without permission. Controls are strict, even though the border police are combing [unclear text] the hills and mountains. Strange is the statement of a certain Galo [unclear text], who presented himself as the owner of the goods. He had gathered the copper here and there and at the Bilisht workshop. Now he was going to sell it in Greece. But to buy a motorbike [unclear text]? As for Vërnik, there is apparently nothing surprising there; with only a few vehicles, someone might say... How will the “zet” get through? A big problem! And the road is needed! Right at the border, with “12” lorries the mules are worn out! Have you forgotten the caravans that used to go to Janina? That is all Gëzim Galo says in his statement. A statement of retreat, of lowering and of tracks. The police thus follow the trail of the “little wheels” that seek to kill direction; “the wolf” shows, Apostol Belloja, the tracks! He is a master of this kind of verbal interpretation. By now he has gained experience. It is not his first encounter with the financial police. Two months earlier he was punished for concealing income in order to pay as little tax as possible. This meeting will also be attended by high-level delegations from many countries around the world such as Algeria, Germany, Austria, Brazil, Belgium, Armenia, Azerbaijan, Bulgaria, as well as senior personalities from the European Bank, led by Mr. Jacques Attali, and the World Bank, led by Director Mr. Kemal Dervis, etc. The meeting will be held from 18 to 21 June 1992.

CORRUPTION - SPECULATION - CORRUPTION A number of private taxi drivers in Korçë are worried. Some faces the customs officers at Kapshticë know well. They cross the border often without any trouble, much more easily than tourists. And what is a diplomatic passport compared with their “bank cards”? Cash? Drachmas? Very nice indeed. Within a few hours, with a fake visa you can swagger into the best taverns of Athens drinking Coca-Cola. There is nothing surprising about that. But it seems things have now changed. The discovery of copper smuggling, the seizure of eight Greek lorries, and the blow dealt to corruption have shaken things considerably. The State Control agency sounds the alarm. The prosecutor’s office acts urgently. For abuse of office, it arrests two border checkpoint inspectors as well as the inspector from the Public Order Branch in Korçë. The copper? It has only just begun to shed light on this serious crime. The accusation is serious. It has been signed by thousands of unemployed workers. Korçë has signed it too, and the day will not be far off when, in the name of the law, its tentacles will be cut off. They say that now at the Kapshticë customs checkpoint not even a fly can pass without permission. Controls are strict, even though the border police have been changed. And yet... the final story of Korçë and the Public Order Branch goes on with its operation. A model operation. Corruption must be caught. Suspicious people, suspicious money, illegal arrivals [unclear text], must suddenly be neutralized! Nevertheless, even though the prosecution is making arrests, it seems the Mafia laughs with irony and continues its “road to Janina.” So, what does the operation show? On 5 June 1992, a “zetor” loaded with 12 sacks of copper scrap was traveling from Bilisht toward the border area of Vërnik. The financial police caught it, and how. It was like in [unclear text] an enterprise with the use of song [unclear text]. Instead of people, even the vehicles are fleeing [unclear text]. And what importance does the Bilisht workshop have? It turns up as an “orphaned scrap.” A good without “12 sacks of copper with a sheet [unclear text]” they say in Gëzim does not dispute the fine. Only away from the investigation. A week after this event, the financial police of Korçë moved its operation to the Vithkuq area. Once again, an officer from the Kamenicë police is also involved. A surprise inspection in the yard of Apostol Bello’s house, as well as in a village industrial-goods shop, “reveals 4 tons of copper! Just like being in a warehouse! The copper found was covered with brushwood [unclear text] so that it could escape the ‘evil eye’.” The villagers say this copper had been stolen from the Gjaci hydroelectric plant and from the mine [unclear text].

RESOLUTION OF THE 1ST PRSH CONGRESS The First Congress of the Albanian Republican Party held its proceedings in Tirana on 8 and 9 June 1992. The congress was marked by serious concern and commitment to the further deepening of democratic processes and to finding the most rational ways to overcome the political, economic, social, psychological, and moral difficulties that hinder the building of a new society. The congress delegates, elected by free and equal votes from the basic branches, represented the broad opinion and force of the masses [unclear text] and their rapid inclusion. The congress elected the party’s governing bodies, its 81-member National Council, the 11-member Steering Committee, and the executive presidency, and approved the necessary changes to its statute. The congress regarded the people’s vote of 22 March 1992 for democracy against the communist-socialist regime as a historic nationwide victory. It recognized the indisputable role and merit of the Republican Party in shaping, preparing, supporting, and guiding this victory. With objectivity, it judged the alliance with the PD and PSD as suitable for achieving this historic victory. After hearing and responsibly discussing the report of the Steering Committee, the delegates of the Republican Congress approved the party’s activity over the 18-month period, as well as its political strategy and tactics and the economic line it had drawn. The congress made a detailed analysis of the shortcomings and mistakes observed in the governing bodies, both at the center and at the base, based on a broad and frank democratic debate. It took a firm stance on the errors and shortcomings by restructuring the governing bodies at the center and at the base. The debate and diversity of views opened up continuity for the PR. This process, begun with the party elections before the congress, must continue. In its reconstruction and expansion, the PR will face the challenge of establishing the strong discipline that distinguishes modern political parties. The sharp growth in numbers, whether only in name or because people entered the party purely for personal motives, is an excessive burden and requires their [unclear text] to be carried out. Discipline and respect for the party statute are the first way to give the PR greater weight and authority, fulfilling its duties to the country and the people and the path it has chosen. The congress noted that many of the ideas and projects in the PR program have already been realized or are in the process of being realized. Supported by the required historical unity and by contemporary national and international developments, the adoption of new projects and paths gives the party its originality and confirms its permanent concern for preserving and deepening democracy in Albania. The congress expressed the PR’s commitment to building a humane and democratic welfare society based on economic, material, and spiritual progress, national independence, integration among civilized peoples, and openness to contemporary European values. The congress expressed the PR’s commitment to establishing modern legal foundations, to establishing order and eliminating anarchy, and to fighting corruption, bribery, and nepotism while promoting high moral standards throughout the entire state apparatus. The congress confirmed that the main and only way out of the crisis is the development of a modern economy based on private property, founded on full freedom of individual initiative and private ownership. The congress supported the recognition of private property as one of the most fundamental and natural human rights, enshrined in all international civil documents. Expropriation without compensation and through violence carried out by the communist regime is one of the most blatant violations not only in legislation but also in the special practice of the civilized world. Therefore, a revaluation of movements in the matter of private property is a necessity. Otherwise, the country will in no way be able to move toward Europe, nor achieve values it has not accepted. The solution of social conflicts concerning the recognition of property of all kinds must be based on the best international experience and our own reality. On this basis, the congress considered unlawful the state’s and political parties’ interventions in the peasant’s right to freely and fully dispose of the cultivated land and property, to (Continues on page 4)

PROTEST BY THE ALBANIAN REPUBLICAN PARTY The Albanian Republican Party expresses its firm protest against the violence and mass killings of our compatriots in Gjakovë by Milošević’s Serbian army. The barbaric act of the Serbian army, which left its barracks and opened fire on an innocent civilian population, is a painful blow and a [unclear text] striking proof to human and civilized conscience, especially our liberation delegates. The Serbian army’s coming out of the barracks and use of weapons in a city only 3 kilometers (as the crow flies) from the border with Albania caused reasonable concern among all our citizens, and the whole threat; its choice was not accidental. The PRSH warns that this event constitutes a provocative escalation by Serbian chauvinists against the Albanian people as a whole, against peace and stability in the Balkans and beyond, and a challenge to the peace efforts of international organizations. For a long time, the Albanian Republican Party has expressed the suspicion that the Serbian clan has prepared violent plans against the population of Kosovo and is only waiting for the opportunity to carry out genocide against the unprotected Albanian population. The Albanian Republican Party asks the Albanian government, the EC, and other international organizations not to let such barbaric and provocative acts pass in silence and without energetic measures to guarantee human life in Kosovo, peace, and stability in the region.
