Nothing new from the Greek front
500-600 returning emigrants every day
Cultural focal points in the Greek state, [unclear] has caught [unclear] and [unclear] the Albanian emigrants in those [unclear].
The return of Albanian emigrants to Albania, since 1990, has increased enormously. According to the figures, 26,500 Albanians have returned from Greece, including 2,300 in 1995. The sharp increase in returns to Albania is the result of the tightening of state control in Greek migration policy against the activities of Albanian emigrants. And this is not without reason. In fact, during the last quarter of 1994 in Greece, a law approved by the Greek parliament expired; it had given Albanian emigrants and other foreign emigrants the possibility of residence permits for 6 months or one year. This law, which provided for the legalization of foreign emigrants in Greece, ended on 31 December 1994, and the consequences were felt immediately. Meanwhile, the number of Greek emigrants returning to Albania, for which there is no statistic, is considerable. It is reported that only during August 60,000 emigrants arrived in Albania from Greece, 50,000 of them seasonal. It is estimated that every week around 500-600 emigrants return to Albania, mostly from Greece. Since 1990, the number of Albanian emigrants returned from Greece is thought to be over 26,500, while for 1995 it is thought to be around 2,300.
In the last point of article 2 of the Greek parliamentary decision, it is stated that foreign emigrants will have the right to apply for 6-month or 1-year residence permits; “...there will no longer be the possibility that existed until now to legalize their stay” — reads the decision. But the Greek government asked Albanian emigrants to report to the relevant offices by 31 December 1994 in order not to lose their right of residence. This was done and over 650 Albanians, with 3,200 names, or 0.7 percent of all foreign emigrants, applied for legalization of their residence permits in Greece. If it is accepted that 60,000 Albanian emigrants, as mentioned above, returned to Albania during August, then in total until now, since 1990, around 26,500 Albanian emigrants are thought to have returned from Greece.
Emigrant returns, especially in areas such as Vlora and Gjirokastra, have happened often. From January 1994 until now, 66,982 emigrants have passed into Albania, or 91 percent of the Albanians who had residence permits in Greece, which further demonstrates the resentment of Albanian emigrants toward the policy of the Greek government.
The revival of Noli is not a film of division, but of the unification of Albanians

The Federal Minister of Economic Cooperation of the FRG: “It is not the time for wandering around the stages, but the time for work!”
The FRG has helped Albania with 200 million DM since 1992, and he regards this payment as a clear sign of Germany’s respect for Albania. In socialist times it was impossible to meet with the deputy’s [unclear] because the system did not allow it. Now we are living in a new time of democracy, more open to the world, and for this we must develop normal relations with our partners. One of the reasons for this relationship may also be the close cooperation of the Minister of Transport and Population Movement with entrepreneurship and foreign investment.
The FRG has been one of the countries that has provided great assistance to Albania, as has been discussed with the Minister of Transport and Population Movement, Mr. Panajot Papa, and the aid provided by this government will be of great importance for Albania. One of the most important areas of future relations between Albania and Germany is also the energy sector and infrastructure. In this respect, the Federal Minister of Economic Cooperation of the FRG says that, as far as Albania is concerned, the main problem remains close cooperation in all fields with the Albanian government and institutions.
In the difficult transition we are going through, industry, trade, and energy must all develop at a new pace. After 1992 and 1993, when the first steps of reform were taken, we now need concrete work and not words. This is the time for work, not empty show. Everyone must contribute responsibly.
