The mystery of the candidacies is solved

Ruli, Uka and Dosti left off the list The Democratic Party, too, has decided on its candidates for parliament and the respective constituencies in which they will run. At the morning meeting of the DP National Council, all the names selected the previous day by the party leadership were approved. The leadership had been elected by the National Council, headed by Berisha himself, the previous Sunday. The DP list is missing the names of many members of this party who have been prominent in its activities for a long time. Heading the list of those excluded is the name of one of the DP’s founders, the “brains” behind the economic program of the country’s first opposition party, former finance minister Ruli; former Agriculture Minister Uka; former DP deputy chairman Dosti; and Durrës MP Kauri. For Ruli and Uka, the possibility of becoming MPs had already been in doubt during this term, when they were asked to have their immunity lifted, but they were saved thanks to the “generosity” of their fellow MPs following a secret ballot. On Sunday, they received the first signal that they might not be candidates, when they were removed from the “inner circle.” Nevertheless, they will not give up working for the DP. Similarly, Dosti, Malasi and Toto, who are also no longer members of the leadership, are not on the list of parliamentary candidates. Former deputy chairman Dosti, meanwhile, is reportedly not running as a candidate and is generally keeping his distance from politics for health reasons. But “health reasons” in politics are not very convincing, so, in Dosti’s case, the real reasons for his absence from the list Continued on p. 2 received candidates for parliament. a candidate, and

Kosovar women call for intervention in Kosovo

Dr. Edi Shukriu, chairwoman of the LDK Women’s Forum, Dr. Flora Brovina, chairwoman of the Albanian Women’s League, Sevdije Ahmeti, chairwoman of the Center for the Protection of Women and Children, and Safere Rugova, chairwoman of the “Motrat Qiriazi” association, today sent letters to UN Secretary-General Butros Gali, President of the Council of Ministers of the European Union Suzana Anjeli, President of the Parliamentary Assembly of the Council of Europe Leni Fisher, Chairman of the OSCE Flavio Koti, the UN Special Rapporteur on Human Rights Elisabet Ren, and UNESCO Secretary-General Federiko Ma- Kosovar women’s associations are calling for immediate intervention to stop the violence in Kosovo. “Since the classic occupation of 1990, Kosovo has been excessively militarized with an army and police brought in from Belgrade. The Serbian population was armed in an uncontrolled manner. The undeclared state of war in Kosovo is extremely tense and alarming. The most recent case of the killing on the street of student Armend Daci (20) bears witness to this,” the letter states. Kosovar women point out that any delay in resolving the Kosovo question puts the peaceful resistance of Kosovo Albanians at risk. “We ask that concrete steps be taken urgently for a just resolution of the Kosovo question, in accordance with the expressed will of the people of Kosovo,” the representatives of the Kosovar women’s associations conclude in their letter.

Water pipeline blown up

The “saboteurs” leave the city without water for three days The city of Berat has been without water for three days. The main pipeline supplying it with water from the Bogovë springs was blown up with explosives. The incident occurred on the evening of April 22, 1996, when three people went to retrieve some highly sensitive detonator caps hidden near the water pipeline, only a few hundred meters from the main spring, and were seen blowing up the water pipeline as well. Sources within the Berat city law-enforcement authorities confirm that the water pipeline, built in 1989, was blown up accidentally by the three victims, who were villagers from the surrounding area. Knowing nothing about how these detonator caps worked or how dangerous they were, they not only failed to take them to fish in the Osum River, but became victims of their own ignorance. Berat is being supplied with water on a very limited schedule from the water pumps at Ura Vajgurore. Work is underway to fix the damage within two or three days, while Berat police have held two people responsible who are thought to be connected with the incident. B. P.
