The groups fighting today within the SP under the slogans of reform are connected by many threads to the Enverist past
Today the second phase of the second congress of the Socialist Party begins its work. This is perhaps not only the congress but also the most talked-about event among Albanian socialists since their establishment. A large part of the country’s political circles associate this congress with the long-promised reform of this political force, which is the detachment most closely linked to the communist past from which the country emerged. But the course of developments related to the reform of this party, during the month and a half since Nano began bombarding the party’s leadership forums with messages from prison—having chaired the party from there for three consecutive years—has shown otherwise.
In recent days, at a meeting, they also presented a kind of platform with proposals to be submitted to the congress. These proposals sum up the essence of the socialists’ purported reform. Thus, it is being advertised that Marxism will be removed from the program, Enver Hoxha will be condemned, and even Ramiz Alia himself, who was the architect of transforming the PPSH into the PS in its old form. So, this [bottom part cut off]

…repairs that may be made cannot change it. The only way to reform it is to dissolve it and create a new left-wing force, leaving out those compromised by their ties to the structures of the former PPSH. But, judging by the meetings and conferences held in various districts, the ones calling the shots have been precisely the conservative, reactionary elements. So, while people talk about sidelining the conservative elements, it is more likely that these will [bottom part cut off]

In other words, renewal will simply boil down to settling scores between rival groups, which have emerged quite clearly in the purported socialist the old PPSH into the PS. So, as can be seen, the reform of the PS has focused on condemning the dead; therefore, no great outcome is to be expected from a process that affects only the dead. All this is noise about reform, while on the other hand it is meant to make the few people they have in their pockets look like many.

The Party for Democratic Prosperity opposes the draft law on territorial division in Macedonia
. An alliance with the other Albanian parties is also being sought. The Party for Democratic Prosperity, the only Albanian party in the government of Macedonia, is opposed to the latest version of the draft law on territorial division in Macedonia. According to the chairman of the branch of the Party for Prosperity [bottom part cut off] …must defend it in the government and parliament. At the same time, Mr. Ademi stressed, the Party for Democratic Prosperity is also holding talks with the Social Democratic Union, to find possible ways of overcoming the disagreements. Regarding the amendment of this law in Macedonia, the Party for Democratic Prosperity will boycott the law, the local elections and the formation of local government. The law on territorial division in Macedonia will be the final test of the seriousness of the governing coalition between the Social Democratic Union of Macedonia and the Party for Democratic Prosperity. The version of the draft law in question, he said, is extremely unfavorable to Albanians. Accordingly, a group of experts was formed within the branch, comprising surveyors, geographers, economists, lawyers and others, who drafted a new version—although not perfect, it is far more acceptable than the one proposed. Union, to find possible ways of overcoming the disagreements. He stressed that, as it stands, the draft law on territorial division applies double standards, especially in settlements with mixed populations. If we fail to reach an agreement with the Social Democrats on the law on territorial division, the PPD has a firm position: we will boycott the law on territorial division, the local elections and the establishment of local government itself. If, however, an agreement is reached, Mr. Ademi continued, then we will immediately set to work on participating in the local elections. In ethnically mixed municipalities where the election of an Albanian prefect is at risk, we will publicly call on the other Albanian parties to form a coalition, so that we can enter the elections with joint candidates, since the common interest is much greater than narrow party interests.

Extreme measures against doctors who take bribes
The Minister of Health warns
The Minister of Health and Environmental Protection, Maksim Cikuli, has warned that even the most extreme measures will not be spared against doctors and nurses found to be taking bribes from patients.
At a meeting held yesterday at the Tirana University Hospital Center, with directors and heads of various medical services, several problems were highlighted concerning abuses and errors committed by doctors, nurses and laboratory technicians in their dealings with patients.
A ministerial order categorically prohibits paying money for tests, examinations and health services provided at QSUT and other health institutions, where fees set by the Ministry of Health apply. Recently, public opinion and the mass media have spoken extensively about cash payments to medical staff; nevertheless, no such cases have been specifically reported to date. According to the stated spokesperson, Minister Cikuli spoke in harsh terms about this phenomenon, which damages the image of health workers and their institutions, and warned of extreme measures against those found to be committing—More on p. 3
