PD activist occupies PR headquarters

The Mayor: You are right, but this is not within my jurisdiction For two days, the PR headquarters in Gjirokastër has been turned into a residence. The citizen who has occupied it claims to have an order from the Municipality, while the Mayor flatly denies responsibility: Does he have it in writing? PR Chairman E. Fico is seeking help from the authorities’ offices, but the answer he receives from the Municipality is: “You are not within our jurisdiction!” Could there be some kind of agreement arranged behind the scenes here? And if someone felt like occupying the Municipality, or taking over another official institution, how would the Mayor act?

Kosovo is lost to Serbia

Possible solutions to the Kosovo problem (...) Let us analyze them in turn. First. Serbia can rule Kosovo only through a strong police and military regime. In every other case, Kosovo is lost to Serbia. The Serbs are well aware that if their government tries to create a democratic image in the world by taking concrete steps toward democratization, then the Albanians will be able to use this opening to separate Kosovo from Serbia, because the Albanians have no interest in being with Serbia, except as good neighbors in a future democratic Europe. All the more so if the Albanians gain any autonomy at all: because of their high birth rate, the Serbs could then lose even more than Kosovo. Second. If the Serbs continue their current policy, can they assimilate the Albanians? The answer is “NO.” The first argument is that the Serbs may not be inferior, but neither are they superior to the Albanians. The second argument is Kosovo’s population density (200 inhabitants per square kilometer) in a compact territory. The third argument is its geographical position. Kosovo is flat land surrounded by mountains. The fourth argument is the proportion of Serbs and Albanians in Kosovo (92% Albanians, 4% Serbs) and in Serbia, including Kosovo, Vojvodina and Sandžak (64% Serbs, 20% Albanians). The fifth argument is tradition. From 1913 to the present day, there is no known case of an Albanian converting to Serb identity. The sixth and most important argument is religion. Albanians are Muslim and Catholic, while Serbs are Orthodox. Third. Another peaceful solution would be a historic agreement between Serbs and Albanians to divide… Continued on p. 5
