freedoms are restricted Yesterday, too, much ado about nothing. The Democrats: initiators or accused? Initiators of the signing of the social pact, and accused of causing the destabilization of the country. In fact, the Democratic Party cannot be denied authorship of the social pact, but Albanians have grown distrustful of every initiative that comes out of the Democrats’ offices. Yesterday, through the Party’s number two, Genc Pollo, loyalty among political parties was called for, while the DP itself is not loyal. At yesterday’s round table, too, the DP churned out words and nothing more. It does not say clearly and plainly: I need the state of emergency to manipulate the votes as I did on May 26. It is neither normal nor democratic for voters to go to the ballot boxes under the psychological pressure of a state of emergency. Everyone understands that under a state of emergency you can lose your fundamental rights and freedoms in an instant. At the slightest suspicion, you can end up at the police station, and while the issues are being clarified, the wolf eats the sheep from the flock. Yesterday, the Democratic Party called for the partial lifting of the state of emergency. So everything is left in the hands of the trusted Democratic minister, Belul Gajtani. He alone is enough to convey a sense of trust to the voters. But will the DP try to steal the votes? There is not the slightest doubt. Indeed, this is attested to not only by Albanians, but also by foreigners. This is why the OSCE is using monitoring and control measures. Forty teams will be present in all 12 prefectures of the country and will follow everything, from the electoral rolls and civil registry offices to the counting of votes and the completion of the official records. The OSCE Central Office will be set up in the capital to direct all monitoring and controls. Albanians have sounded the alarm: the DP will steal our votes! And Europe has joined us in our suspicions. In addition to the 40 teams, 20 central staff members with technical advisers and 40 advisory teams will also be present. But Berisha will not give up manipulating. The vote-rigging scheme necessarily runs through the Ministry of the Interior and police stations, but the OSCE will install advisers there as well. Berisha is not so naive as to rig the vote in front of the OSCE, so Albanians themselves must keep their eyes open. Yesterday, [illegible] took the matter of the state of emergency in hand.
