The fate of emigrants crossed by diplomacy
— Chief diplomat Milo creates “free zones” for Greek diplomacy, narrowing the room for manoeuvre with the neighbour across the Adriatic
Albania’s new diplomacy has just given the first signs of partiality and subjectivism.
Not yet two months into his post, chief diplomat Milo made his first public statement, undermining the bridges of cooperation with the neighbour across the Adriatic, while leaving a “free zone” for Athens’s diplomatic influence. In the language once used by Hoxha’s diplomats, Mr Milo warned senior Italian officials to think carefully before carrying out measures to return Albanian emigrants. Instead of our chief diplomat considering an intermediate diplomatic position that would satisfy the interests of both sides, he treats the issue of emigrants as a private matter, interfered with by enigmatic interests and influences. Italy remains the country that has welcomed Albanian emigrants most hospitably over a long period of time. The Italian state authorities have ensured that international standards for their humane treatment are applied to Albanian emigrants, providing them with residence permits and work permits. From the wave of the mass exodus of 1990–91 until today, hundreds of thousands of Albanian emigrants have found a generous and safe refuge in Italy, keeping themselves and their families in Albania afloat. Unlike the Greek state, the Italians did not exploit the emigrant card for diplomatic revenge or for chauvinist-type threats. If Italy has decided to repatriate the last 10 or 15 thousand Albanian emigrants (we feel pain for their fate and would appeal to Milo to make every diplomatic avenue available to prevent their return), on the other hand, this measure does not show antipathy towards Albanians; first and foremost, it honours the prior agreements signed willingly by the new Albanian officials, who thought that with their accession to power abundance and prosperity would immediately flow, and the scourge of emigration would immediately disappear. Now Mr Milo, elated by Athens’s promises of seasonal employment for emigrants, reserves the most dangerous and wholly undiplomatic condemnations for the Italian state. For diplomatic analysts, attacking the diplomatic line of a humane and tolerant state such as Italy means loudly clamouring for self-isolation, in order to throw oneself definitively into the arms of sly and hypocritical mercenaries, as Greek diplomacy has shown itself to be in its relations with Albania. The liberal-Orthodox Greek state is considered the archetypal violator of human rights, especially those of Albanian emigrants. The Greek broom has inflicted a neo-Zervist-style genocide on Albanians, killing and maiming dozens of innocent emigrants who wandered the streets of Greece to make a living. Senior Greek officials have always promised legalisation and lawful employment, but their favourite diplomatic weapon has been perfidious violence, to the point of inhuman sadism. No one is preventing our chief diplomat from praising or glorifying diplomatic relations with … (Continued on page 4)
