No. To the Editor-in-Chief of the newspaper "REPUBLIKA" Mr. Dali[p?] Groca Dear Mr. Dali[p?], Because the newspaper "REPUBLIKA" is one of the newspapers financed and supported by ASHB-Democracy Printing House, we inform you of the decision taken regarding the following: 1. The ASHB-Democracy Printing House Foundation, based on its statute, subsidizes and treats equally the newspapers Rilindja Demokratike, Albania, Republika, Sindikalisti, Bashkimi and Drita. These 6 newspapers are obliged not to dominate one another through price games in the free competition of the reader market. 2. The 6 newspapers mentioned above, financed by the ASHB-Democracy Printing House Foundation, are obliged under no circumstances to set the newspaper’s selling price below the real cost (which includes printing costs at the printing house, VAT, transport costs, sales costs, general taxes, journalists’ salaries, fees, profit margin, etc.) 3. For the implementation of this decision, a deadline is set until 20 September 1997; if the above-mentioned newspapers financed by the foundation do not comply with the decision, financing from ASHB-Democracy Printing House will be suspended. 4. In all cases contrary to the above decision before 20 September 1997, there will be financial sanctions regarding financing from the ASHB-Democracy Printing House Foundation, by a special decision of its Executive Board. "Republika" is threatened with sanctions

Starting today and onward, "Republika" goes on sale at 20 lek. The editorial staff feels compelled to apologize to readers for the unannounced price increase. The editorial staff apologizes to all its readers, both those who did not abandon "Republika" in the difficult days, regardless of circulation, and those who were brought to it by the significant improvement in the presentation of the information. Loyalty to all the many friends of "Republika" obliges us to remain so even on days like today, when, as rarely happens, "Republika" opened its pages with a public apology. The price increase does not come from any desire to raise the newspaper’s profits or to increase journalists’ salaries, as is often the case in some other newspaper where clean and dirty subsidies have been poured in. The journalists of "Republika" are among the best paid compared with the 5 newspapers that have taken on the task of waging war against our newspaper. It is precisely the boom, bordering on blackmail, of this war by those people who in the cafés of Tirana eat yesterday’s bread, one plan after another, also to drag "Republika" into court. Finally, they decided to give blackmail a legal guise. "Republika" did not accept kneeling down and decided, before 20 September, the date of the sanction, to raise the price. The indignation of the "Republika" staff stems from the fact that this decision (a facsimile of which we are publishing, instead of the issue’s photo) was taken by the board wearing the presence of the "Republika" representative. It should be mentioned that "Republika", with its 32,000 copies, bears the main weight of the contribution to the "Democracia" foundation (the owner of the printing house). Nevertheless, to this day the representative of "Republika" is not accepted on the board (as if he should be happy enough that "Republika" should not know it). On the board, the newspaper "Albania" dominates, with three journalists, one of them humiliates a newspaper close to the other two, apparently the worlds informed them about a little moon at Barjam, two journalists, one of whom does nothing at all, and when they removed AKP they stole the logistics base. In short, "Republika" is not the board’s favorite. The second reason (but we also know a bit, and we hope to speak about it soon) is that we are convinced the cause of this blackmail is the anti-conformism of "Republika", its refusal to hum along to those on whom the pampered newspapers on the board depend. Contrary to what was claimed in the board’s decision, we are very convinced that the reason is our low price, which neither "RD" nor "Sindikalisti" nor even "Albania" has ever thrown a single lek at; moreover, we inherited this price from those who used to run "Republika" and now run "Albania". Where were these concerned members of the board until yesterday, why weren’t they troubled then by the 10-lek price of "Republika"? The price increase is undoubtedly a greater obligation for our editorial staff toward the reader, who, just as he has supported us until now, will support us further. The "Republika" staff will be more committed to making the newspaper more coherent, more open with the reader, more communicative with him. We hope the reader will understand and support us. We will not disappoint him. Let us stand trial against one another.
