Milo reports before European diplomacy
Europe’s political dimension is closely tied to foreign policy and security policy. That is why the German foreign minister, Klaus Kinkel, has scheduled a special meeting on 14 November with the Albanian Foreign Minister, Paskal Milo. According to informed sources, the central issue on the two diplomats’ agenda will be Kosovo, following the one-sided and unrealistic treatment this issue received at the Crete Summit. Kinkel is expected to speak out against the discriminatory limits that Nano and Milošević set for Kosovo during their much-discussed meeting. Mr. Kinkel’s and German diplomacy’s idea is to avoid the improper conduct of Balkan regional diplomacies through the linking of European armed forces. Through a calm examination of the problem, the German Foreign Minister is expected to remind his Albanian counterpart of the official positions of European diplomacy regarding Slobodan Milošević’s attempts to manipulate the situation in the Balkans, as his supposed strengthening suggests. Serbia, with which the Albanian Prime Minister, Fatos Nano, tried to institutionalize an ineffective diplomatic language, remains the last of the Mohicans in post-communist Europe, the only country not included in the Partnership for Peace. Mr. Kinkel’s diplomatic arguments, concerning respect for the European spirit in sensitive matters such as the current Kosovo issue, will aim to sideline the forced procedures inspired by Greek-Serbian diplomacy, in which Nano is used as a diplomatic joker. Sources from Bonn also report that the German foreign minister is expected to clarify for Mr. Milo the projects that Europe, in the decade of powerful states such as Germany, has adopted to assist the continent’s most troubled region, which also includes Albania. The “tactical” delay in dealing with hot spots, among them today the Albanian region of Kosovo, does not, for German diplomacy, justify any eventual stance of the neighbors nor the compromise options that historically have favored the Serbian side and Milošević.
