Surprise signing of the Agreement on Education The policy on Kosovo’s independence has suddenly been put on hold. Thanks to the insight of the Catholic Community of San Exhidio, the Education Agreement between the Serbian and Albanian sides was signed in Prishtina. This agreement is considered a final document for the normalization of Albanian-language education in Kosovo. The agreement by the joint commissions (3+3) will be supervised by the S. Exhidio Community until the process is normalized, with the start of the academic year on 1 October 1998. The first statements by the International Community hailed the Agreement as the first step towards reducing tensions in Kosovo, while Serbian students responded with mass demonstrations. But what will be the real effect of this surprise agreement? The Agreement gives you reason for optimism, since it contains no provisions that would be imposed automatically. Human rights cannot be reduced to the right to education. Only a genuine independent status for Kosovo would ensure the fundamental preconditions for treating Albanians as the majority.
