Kosovo without Kosovars?!
By Agim Baçi
The cost of returning Kosovars to their homes seems to rise every day, both in numbers and in time. The West’s recent wavering over Milošević’s “concessions” and the endless amateurism of Albanian politics are the main drivers of this rising cost.
Milošević has begun opening the door to a possible dialogue with politicians aimed at leaving the Kosovars’ political status unresolved, while not stopping the ethnic cleansing in Kosovo for a single moment. This door to political dialogue, suggested by Belgrade under the red curtain of the Russians and Chinese, has raised major questions in some Western chanceries about whether to continue using force against Milošević. (NATO’s repeated insistence on implementing the five points seems dictated by fear of a possible rift among the chanceries participating in the alliance’s actions.)
Milošević immediately opened the door to dialogue with Westerners for Ibrahim Rugova during his “tour” around Europe. Rugova, who is being applauded by Western chanceries, has managed with maximum speed to set fire to relations between Albanians in Kosovo and politicians in Albania, while opening up for Milošević the first real opportunity for dialogue with the West. (Let us say plainly that this division among Albanians over Ibrahim Rugova’s moves and words during his meetings in the West is the first victory that an Albanian has publicly handed to Belgrade, turning Milošević into a negotiating party. On the other hand, the “moderate among the Albanians” does not understand that he has fatally compromised himself in efforts to secure a future for Kosovo as Albanians want it, even though his own position may be much more entrenched well in advance than the one sought by the KLA, while the world remains calm- [?].
