Throughout history, political philosophy has shown its deep independence, although for us it has often been closely tied to ideology. The theory of “world balance” itself has been treated as a protective scheme. Great powers, when shaping world politics, need to take into account what relates to their own sphere. Yet today we see that the word “balance” has also entered use as a term employed to justify certain positions in world politics. In this sense, the role of the great state and the role of the small state are different. For a great state, in the global framework, it is like a superpower that sets the balance; for a small state, on the contrary, it is obliged to take into account what is decided by the great powers. In such a situation, the great powers use the word “balance” as a justification to preserve their political and military interests. Therefore, we must understand it as a concept that is not the same for everyone, but determined by power relations in the world.
