. The bombings of the former Yugoslavia will continue. NATO has no other alternative. The West is now convinced that the agreement reached in Belgrade was rushed and ill-considered. With Milošević as president... with Milošević as president, no agreement can be reached; indeed, there can be no hope of rebuilding the devastation caused by the war. Milošević, with Russia’s pathological support, is trying to pass the ball to the UN, to escape punishment after the end of the war. The blocking of military talks in Kumanovo is a test for NATO’s allies. The document accepted in Belgrade clearly provided for the withdrawal of Serbian troops from Kosovo and guarantees for the return of refugees. The Serbian side has put forward other proposals, imposing a new and highly tense diplomatic situation. Russian officials have criticized NATO’s conduct for the deadlock in the talks, thereby justifying the Serbian proposals. However, the G-8, which is drafting the text of a draft resolution to be submitted to the UN Security Council, is still not convinced that the Alliance’s role is unnecessary. This situation will cause confusion. After the draft resolution is formulated, Milošević will use Russia to veto it in the Security Council if NATO is to form the core of the peacekeeping force.
