By Arben ILIAZI Political forces in Albania have still not learned to coexist with the interests of the electorate and the fundamental demands of democratic development. Almost every Albanian citizen, with or without property, seems to understand that property determines everything: democratic modernity and economic development. The transition is heading toward an endless succession of efforts because new democratic processes have been held hostage by half-measures and interference in property issues. The violation of property rights, as the most important universal right, has meant that human-rights policies and the institutions themselves also lack the proper foundations. Those senior post-communist officials who insist on “equality at the starting line” and who formulated and implemented the Land Law No. 7501 unilaterally and through abuse fostered a left-wing tradition of denying the values that derive from the right. The deliberate mixing of “capitalist” values with “sociocommunist” ideas certainly cannot fit the Western spirit and the standard rules of the market economy. The stifling of foreign entrepreneurs’ investment projects, together with the idea of so-called “people’s capitalism,” was a misguided utopia, a reminiscence of the theories and self-indulgent absurdities of the socialist era. Thus Albanian society sank not only into a whirlpool of psychological conflicts, but also into material ones.
