The number one condition for our admission[?] to this prestigious institution is the end of terror through attacks on the opposition. Or more precisely: this has happened with the attacks on the opposition headquarters. By now, the Committee’s report is in a position to compare just how far the Albanian government has gone in seeking to carry out the elimination of both the ruling duo and the opposition. In all the circumstances of this week, Albania is officially classified in the most negative case, as far as member countries are concerned, among the most problematic group of democracies. It and the Albanian state have been lined up with Bosnia-Herzegovina, Macedonia and the Kosovo region. Thus, as a result of the terror campaign, the country has been seen not from afar, but as a threat to European standards. Albania has not been put on trial only because of damage to the autonomy of institutions, but also because of the absence of the rule of law, for a country that aims to be a member of the Council of Europe. Representatives of member states have observed with concern the intensification of events and the majority’s failure to produce calm. Yet with its destructive force, the Albanian government is ready to commit any kind of arbitrary act. The issue is not simply to stop repression against the opposition, but to deliberately destabilize it. The government’s allies are interested in preserving their unearned dominance. Such officials, in this context, are part of a governing system that has lost any sense of political proportionality. The struggle for power is not only a street battle, but also the use of state power. The favoritism of power toward one-sidedness makes Albania stand out as a special problem in Europe. The Council of Europe is viewing this degradation with concern. The guilty parties will have to answer.
