Investigation into the theft of oil in Ballsh Mystehak Xhemali The game involving experts seems to be taking up more and more space in the daily press, while nobody knows what is really happening with them. Experts are sought for every “complicated” case, yet none of them gives an answer that suits the Prosecutor’s Office. The first experts sought last year were those for the “14 September” case, the roads, those who were to examine the materials reported by the State Supreme Audit, the General Directorate of Railways, and others. At the end of last year, prosecutor Nasip Naço, who is investigating the events of the autumn of 1998, requested the initiation of criminal proceedings against the experts Estref Myftari, Shpëtim Huta, Ilir Mandro and Nesti Prifti, solely because they had told the truth. The experts had not provided the results of the examination of the film cassettes and, consequently, criminal proceedings were initiated against them. The same story unfolded yesterday in the investigation into the derailment of the oil trains. The experts appointed to determine whether oil had been spilled in Kraps, Fier, and whether the train had in fact derailed, were unable to provide an answer. This left the prosecutors of the General Prosecutor’s Office speechless, and they appointed other experts after the first experts “gave up.” “We are not in a position to establish such a thing.” This is what the experts from the General Directorate of Railways said, leaving the matter in the hands of other experts, this time appointed by the Prosecutor’s Office. “Building coalitions in countries in Transition” was the purpose of the seminar organized in Ljubljana, Slovenia, by the International Republican Institute (IRI). Representatives of Albanian political parties from the right-wing spectrum took part in this multi-day seminar. The leaders of political parties from former communist countries such as Albania, Bulgaria and Slovenia were brought together at this “summit”; among the participants was the Republican Party delegation, led by its chairman, Fatmir Mediu. At this meeting, representatives of political parties from the right-wing spectrum and the Center-Right, reflecting the political orientations of their respective countries, examined and exchanged different views on ways to form coalitions between parties. This experience has often proved fruitful for the Eastern and Central European region in some of these countries. P. 3
