EDITORIAL By Neritan ALIBALI We have no Government. This is the only conclusion that can be drawn from the scandal of the theft of the Kërraba treasury. Such reasoning goes beyond the nuances of party cheerleading, giving way to the bitter question of whether this country will ever become a functioning state. For never in the history of states has the trea- [?] as an excuse, anyone has the right to say that Albania is at once in a state of war, occupation and capitulation. But is this excuse alone enough? That a government can govern a country badly is understandable. But to not govern at all—this happens only in Albania. Because, in practice, the Government does not govern! Not only are people killed like dogs in the streets; not only are [con-?] locked away with the keys to the state, guarded by state guards, the state's own wealth is stolen. So, can it be said that we have a Government? If by government one means the collection of cars, bodyguards, police alarm sirens, breaking traffic rules, luxury [unclear], trafficking and corruption, then we certainly “have a Government.” But if they really want to convince us that …his mandate left the country in a bad state, only to give ever be made. Then, at last, we will be convinced that we really “had a Government.”
