EDITORIAL The state of anarchy and chaos How does the state function in Albania? Even the highest bodies of the country’s state hierarchy are unable to answer this question, just as they are unable—or do not want—to understand what is happening as a result of anarchy. A minister declares that he has no knowledge of the thefts taking place in his own department; a prosecutor refers to anything but the laws when speaking about crime and its punishment; every police chief in the majority of [text unclear] the way the KZQV operate and what they do, although the Electoral Code states that they are directly subordinate only to the KQZ and implement only its decisions and orders. So, who governs Albania? Who else, apart from charlatans, thieves, ignoramuses and adventurers, enjoys the right to call themselves the masters of this country? Honest citizens, in the offices they hear are functioning, are disillusioned by what they see and hear there and... swell the ranks of those who have utterly lost every glimmer of hope for their own future and that of this country. Nevertheless, the state speaks, even screams, even threatens, warning that it is there, “standing and ready” to punish. To punish anyone who still believes in it, without daring to move even a single finger, without daring to utter even a sound with their feeble voice against those who neither know it nor care about it. …son of anarchy. A minister declares that he knows nothing about merely lectures in most cases, shrugs when the time comes to talk about criminals, their names and addresses; a President washes his hands of the chaos and disorder reigning in the state of which he is the head; and finally, even the KQZ itself, this electoral government, declares that it bears no responsibility for the KQZ and that they the right to call themselves the master of this country? Honest citizens, still trusting in its laws and institutions, are bewildered by this chaos, get lost in the muddy currents that whirl the monster around there, and knock with what little hope remains somewhere in the lowest layers of their wounded conscience.

Friends of Albania appeal to the Government Yesterday, the Friends of Albania asked the Albanian Government to take measures to ensure that the electoral process is free, peaceful and, above all, as safe as possible. In their view, only a credible electoral process, with a result acceptable to all parties, could restore the International Community’s confidence in developments in Albania. According to sources from the prime minister’s office, one of the topics discussed at yesterday’s meeting was the opposition parties’ challenge to the voter lists. As is known, the latter have declared that more than 600,000 people have been left off the preliminary voter lists.

Lists / Institutions blame one another The capital’s Municipality is inviting the Prosecutor’s Office to carry out an investigation into several accusations that directly blame this institution for the absence of many voters from the local government election lists. The Municipality’s reaction follows several accusations from local government claiming that it is precisely the Municipality that is losing the lists. “The Prosecutor’s Office should perform its duty, and do so as soon as possible, so that the real culprits are brought to light before people exercise their right to vote.” Page 3
