Albanian enterprises will receive machinery as goods-in-kind, with the right to pay it off over several years and at a minimal interest rate. These are the two solutions proposed by the Ministry of Economy to get raw-material stocks accumulated through the delivery of aid for industry by the EU and the World Bank moving again. The proposal is contained in a draft decision to be sent to the Government. The problem of the accumulation of raw materials and spare parts in the warehouses of Albania's growing industry is a very complex one. Among the many causes of this phenomenon, one of the main ones is the flourishing of private trade. Private firms and state trading enterprises have offered industrial enterprises goods at lower prices than those supplied through aid and credit programs for the Albanian state. For manufacturers, the higher quality of goods arriving through these programs was less attractive than the low prices offered by private traders. This is why, to eliminate the stocks that have accumulated, it is proposed that their prices be lowered—by as much as 30 percent in some cases.

Did Italian intelligence help Hoxha? Questions about the failure of the secret plan in 1949–1953 FATOS BAXHAKU TIRANA — The two cousins, Kabashi—their mass grave was recently discovered near Fier—were just two of the thousands of victims of the failure of the joint operation by the CIA and the Secret Intelligence Service. Who was truly responsible for the failure of this operation? Certainly the most important culprit of all was Kim Philby. His confessions—where the incident is mentioned only in passing—and the many books written from the recollections of participants leave no doubt: Philby was primarily responsible. Nevertheless, even now, 50 years later, the affair still retains something mysterious. Philby was active until 1951. At that time he was seriously suspected of treason and withdrew from every kind of activity involving British state secrets. But the plan to overthrow Enver Hoxha continued for another two years, with the same desperate momentum. This is precisely where the still-unanswered question arises: was Philby the only traitor, and why did the operation really fail? So far, efforts to establish the truth on the basis of documents from secret archives have proved unsuccessful. The Albanian Interior Ministry's archives have not been made available to the public. In the United States, the approach taken in such cases is usually more liberal. In this case, however, the approach has been entirely closed. The only reliable sources of information available are the participants' memoirs. The English officers who directed the first illegal landing recount an interesting incident. An English agent, James Angleton, who was well informed about the Italian secret service, says that on the night of 2 October 1949, the two English officers leading the first landing, Leatham and Barclay, suspected they were being watched with optical instruments from the heights above the village of Otranto. Another fact also supports this suspicion. At the time, the Italian secret services had formed the impression that the two great allies were organizing landings on their territory without informing Italian officials. Testimony from participants now points to the hypothesis that the lower levels of the Italian services betrayed the operation in revenge for the Anglo-Americans' dismissive attitude. There is no doubt that in 1949 the Italians in the United States [text unclear] this operation [text unclear] all the Albanians were dead. In April 1949, parliamentary elections had been held in Italy. The Communists had lost by only a small margin, and Stalinist sympathies were very strong. Many Italians, disillusioned by Duce's failed expansionist ideas, were at that time opposed to colonial plans. It would have been entirely normal for someone to have passed on what they knew to a communist embassy. This is only one hypothesis among many that have been put forward about the failure of the Anglo-Americans' sole military adventure in Cold War Europe. TIRANA — It was the intervention of the security forces that brought a rally organized by several members of the Association of the Politically Persecuted to an end; some of them were taken to the police station. The rally, held in front of the building where the association has its offices, was organized to mark the anniversary of the hunger strike held by the politically persecuted from 7 to 8 November. It was [text unclear] two years ago—said to have been illegal, an officer of the security forces told the newspaper about this police operation.

Twenty-eight police officers dismissed from their posts SHKODËR — (p. r.) — A particular case has caused a real storm in the Public Order Department of Shkodër. So far, 28 police officers have been dismissed, and after the investigations—which are still under way—it is expected that many more will be dismissed. The charge against all of them is the same: “They falsified documents in order to be accepted into the Police force.” Forged documents have so far been found in approximately 70 cases. These mainly involve the falsification of secondary-school certificates, without which no police candidate can be hired. The cases of forgery are among the most curious. Among them are people who presented a secondary-school graduation certificate without having attended secondary school for even a single day. Someone chose to exchange names with his brother, while someone else falsified only the grades. One case seems to be the most interesting. One of the candidates used the school certificate of a well-known female candidate from Shkodër, Rita Ndoçi, after, naturally, changing the name. The discovery of these cases came about by chance. The cause was a [text unclear] by the Minister of Public Order, Musa Koka, who—apparently alerted by some incident—ordered that the accuracy of all police personnel's documents be checked in every Public Order Department in the region. Only then did the examination of the documents begin, producing these results and costing many police officers their jobs. Many of the certificates submitted did not match the numbers recorded in the school registers. Another consequence of the disorder prevailing during the transition period has thus been uncovered. At that time, many schools became targets of various kinds of theft. Many people benefited by carrying off numerous items, but the latest case shows that many individuals also falsified records in other ways. The forged certificates purported to come from regular secondary schools in Lezhë, Shkodër and Malësia e Madhe. According to police sources, in some cases the false documents were obtained by bribing a school administrator. Following the dismissal of the 28 officers, work is continuing to establish the responsibility of other people.
