TRANSPORT / The Ministry's special project for flights
TIRANE — Soon more money will begin to flow into the Albanian sky. A project by the Ministry of Transport provides for improvements at competitive levels in communication systems through better use of Albanian airspace. This project will result in increased air traffic as well as higher revenues generated by that traffic.
The first stage of this project has already been completed, involving the introduction into the basic air-traffic system — says Gazeta Shqiptare Përparim Zuna, Director of Civil Aviation at the Ministry of Transport. — This stage was carried out on the basis of an investment of approximately 1 million dollars. Meanwhile, the Ministry of Transport has begun negotiations within the PHARE program for the improvement of engineering systems and the equipping of procedures to further raise the technical level for the most efficient use of airspace. So this also requires extensive professional training of staff. “The growth of air traffic is more or less similar to that on land, and airplanes act as a bridge in some [?]” explains Zuna — if on the road traffic is controlled by a traffic light, in the air traffic is controlled through ground communication systems and air-traffic controllers who make this play of commands like a traffic policeman.”
Raising the technical level as well as creating a new air-traffic control center — which would integrate better into the European system — would lead to an increase in Albania's revenues from the sky as well. At present, a fixed fee of 100 dollars is paid for crossing the country's territory. The new structure foresees — by improving service to airlines — an increase in traffic along the air routes and at the same time more income from this traffic. The use of flights that can be carried out for tourist purposes is particularly advantageous. Thus permission is also being sought for two new air corridors with Greece.
Requests for the new structures have also been made to the international authorities. A new radar has recently arrived that will facilitate landings at Rinas airport. Faster landings mean lower costs, which may also be reflected in ticket prices for passengers.

TIRANË — Important changes in the field of healthcare. From now on, nurses will also have higher education. A joint project by the Ministry of Health and the Ministry of Education has deemed it essential to apply a new re-evaluation system for this very important category of healthcare workers. Starting in October 1994, it is planned that nurses and midwives, after completing 12 years of schooling, will enter a system of non-university higher education.
According to the designers, this system is intended to correct the outdated mistakes in the compulsory training of nurses. The aim is thus to eliminate the unsuitable practice whereby they were up to now trained through branches of vocational secondary schools as preparation for future healthcare staff. For this category of nurses, who will occupy their place in the general nursing branch, a special class will be opened as a professional category, with a separate office and a clear educational orientation toward a profession. Meanwhile, subjects such as sociology, psychology, and medical ethics will also be taught at this school, and the obstetric nursing category will also open its doors.
Until now in Albania there were two types of schools for the training of nurses and midwives: medical secondary schools and two-year courses after 12 years of general education. These schools were spread across many districts of the country. They were opened mainly according to the needs of each district to meet its own requirements. Their number in Albania reaches 24 such courses. But it is thought that this number is not completely accurate because the category of nurses and midwives also includes two other categories, the special legislation and categories designated as other, also included among healthcare workers.

Sarandë, a detainee dies from beatings
SARANDE — The police denounce the unlawful actions of their own employees. This time it concerns two officers of the Sarandë Police, who — after using violence and coercion against a detained person — caused his death as well. Now it is the Police Station itself that denounces its employees — while also filing a criminal complaint — with the District Prosecutor’s Office. A day earlier, in an emergency meeting about the fate of the victim Irfan Nano, the main political forces of Sarandë, deputies, representatives of the Prosecutor’s Office, the Court, and the Police Station had gathered in the District Council. The appeal issued at this meeting — according to ATSH — was for the correct implementation of the law by the Public Order forces.
For the violence used in this case, the arrest order has also been signed for the two police officers — so far — who are suspected as the main perpetrators. But at present only police officer Lavdosh Metaj has been arrested, because the other responsible officer has fled in an unknown direction, while the law-enforcement authorities have announced a search for him. According to the initial investigations, it is learned that the violence used against citizen Irfan Nano by the accused policemen was carried out after he insisted on leaving the prison cell. On the grounds of disturbing the peace and drunkenness, victim Nano had been taken to the law-enforcement authorities, where he was seriously injured through the use of violence. In any case, the victim Nano’s life could not be saved from the clutches of death, even though for 13 consecutive days all possible interventions were carried out on him by the staff of Sarandë Hospital.
Last year, another such incident had shaken life in the city of Lasi. The author of a serious injury to a police officer in that city — after being caught by law-enforcement authorities — had been mistreated so badly that he also died. In this case too, the perpetrators of the unlawful act had been denounced, and were later handed over to the judicial authorities as well.

TIRANE — (Ed. La.) - A sexual maniac in the streets of the capital. Only this time his “beloved” victim, who was targeted, turned out not to be a girl but a very pleasant underage boy. This concerns a 17-year-old living in a middle-aged man’s building — resident on Rruga e Barrikadave near Rruga e Kavajës, who was abducted by him and forcibly taken to a deserted place, where he attempted to rape him.
From the initial investigations it is learned that the suspect, a man around 45 years old, lured the boy by promising him money and work. After that he entered a ruined house near Lana and then tried to force him to have sexual relations. But the minor managed to run away quickly and seek help. After the complaint, the police began searching and managed to identify the perpetrator.
Now the filthy-trail matter for the rescued boy belongs to the minor and he will be held criminally responsible by the relevant authorities. Meanwhile, investigations are continuing to determine whether the perpetrator has committed other acts of this kind.
