TIRANË - “No to the Constitution by about 55 percent of voters.” This may be the final result, predicted — on the basis of preliminary information — by the Association for Democratic Culture, about 40 hours after the completion of voting on 6 November. Although unofficial, this forecast is attributed to information obtained through the 2,000 observers of the Association for Democratic Culture, who during the referendum covered 100 percent of Albania’s districts and about 40 percent of the total 4,614 polling stations. “As in other elections,” Mirand[a?] Gace, Executive Director of the Association for Democratic Culture, tells Gazeta Shqiptare, “our final results may differ from the official ones, by only plus or minus 4 percent.”
While the officially final survey carried out by the Association for Democratic Culture is calculated for today at 15:00, the work of the observers continues through the night as well. This is necessary because the voting process has been monitored since 6:00 on 7 November and because polling stations closed at different times; the delegates have reported results by phone, fax and couriers.

TIRANE - New signs of irregularities during the referendum voting. After the socialists denounced such an act on Sunday evening, this time it is representatives of the Democratic Party who have raised their objections. “There were violations in many areas,” Tritan Shehu, secretary-general of the PD, told Gazeta Shqiptare, “areas in which we will not make a formal denunciation. That is for the Central Commission to assess, and then we will send all the objections to it.”
According to PD information, serious violations were observed especially in Berat, where its representative on the district commission refused to sign the final minutes and because the figures reported by local polling stations did not match. Also in Berat, the observer of a polling station, Emal Sino, was threatened and, in the end, when he was on his way home, he disappeared mysteriously. The Police were immediately informed and have now begun a search. As of Tuesday afternoon there had been no news about Sino.
Legal violations and acts of violence were also recorded in Përmet. Here — according to PD information — in some areas its members were taken in the commissions and some unstamped ballot boxes were found. In one polling station, where the chairman was from the Socialist Party, 51 more ballots were found than the number recorded in the minutes. Excess ballots were also found in several polling stations in Korça, as well as in the district of Tiranë. Other complaints also arrived from Delvina. Here, according to the election representatives, the PD representative — commission member representing the PD from the SP and PBDNJ — was not allowed to remain as an observer.
However, the main leaders of the Democratic Party still cannot say whether they will respond to this event with the referendum results. All the more so since as of Tuesday afternoon they continued to await the official voting results. “We still cannot say whether the referendum was negative for the draft constitution,” says Shehu. “We must wait for the Central Commission to give the real results. Up to now we have received no accurate notification.”

Not against anyone, but all the political forces, in favor of elections, constitution.” For the first time after the referendum, Shehu also responded to the Socialists’ demand for early elections, saying that “the referendum was not a political vote, but simply about the Constitution, because Albania needed it, so there is no reason for us to talk about early elections.” An assessment that is completely different from that of the Socialists, for whom the referendum result is a setback and a very clear political test.

“Still no definitive answer”
TIRANË - “The final result is not ready yet. We are waiting for the minutes from the districts.” Late last night, the official Central Commission for the referendum vote was unable to provide any accurate data about the conclusion of Sunday’s voting. The reason remains the delay in the arrival of documentation. Yesterday at midday only 12 districts had brought in their final results. Meanwhile, the other 13 had not yet submitted them because they were brought only by the district commission chairpersons, without the accompanying secretary, and in the presence of all the data, a Central Commission group is examining the certificates on which the minutes have been recorded. In the end all of them will be presented to the members, who will decide together on the measures to be taken. No precise forecast, meanwhile, on the day when the results will be announced.

KRUJE - Only 15 minutes after being brought to Krujë hospital, the 7-year-old child lost his life. A. Vela, from the village of Shtubë-Vendas — a known hotspot of the disease — became a victim of the virus on Sunday afternoon. The doctors’ efforts were unable to save the child, whose health condition had been very serious. A few days before Vela died, his grandmother had also been discharged from the same hospital, where she had been admitted with cholera.
The disease is also affecting the hospital in Elbasan. In just three days, more than 30 people arrived at its doors, including 5 children, who were urgently admitted to the wards. Another 10 have left their beds. The other spaces of the hospital are being made... Among them there are also 5 children. The first analyses leave no room for doubt: it is cholera. Meanwhile, admissions from other villages continue at the hospital. The cause of this wave affecting the two villages has still not been definitively established. The most likely hypothesis seems to be spread through contact. The spaces and wells were near Gërsh, a village where only a few weeks ago cholera had sent around 60 people to hospital and caused the death of a woman.
While the authorities continue attempts to stop the outbreak of the disease, it continues to appear elsewhere. On Monday a new warning was received from Cërrik. An officer and 8 soldiers from a military unit in this area were urgently taken to hospital. These cases, too, showed the symptoms that have now become familiar: diarrhea and vomiting.

A law that guarantees food

The draft law has been approved by the government, but it has passed almost unnoticed due to the political climate and the Constitution itself. The new law will regulate the production, inspection and transport of food products, as well as trade and standards in Albania. Its essence is to guarantee the quality of these goods while at the same time avoiding a burden with legal responsibility for the consumer, the claims of any person to compensation for the consequences. The draft has been prepared some time ago. For a small country, not particularly tied to anything, even in legal terms, in the Food Service Commission. It was drafted by a working group of specialists from the Ministry of Agriculture, FAO experts, and the Ministry of Health.
