It does what it can”. The referendum of the forces that truly supported it, because the Constitution was quite amateurish as a political instrument. TIRANA — The Democratic Party should not have come out by denying the authorship of the constitutional draft and refusing the work of others. It should have been a partner in it. Just one day after the publication of the official results of the referendum, Zef Brozi, President of the Constitutional Court [?], who meets the appointed cabinet — as he sees it — having followed the entire voting procedure for the draft Constitution, explains in this conversation and gives his assessment of the future of Albania’s basic law. He maintains a position: well, the people voted as they wished. For the results, this is not his assessment of the Constitution — Brozi tells Gazeta Shqiptare — but rather an assessment of the human attitude toward the PD and the PS and the other parties that expressed themselves for or against it. It is more of a political vote that reflects the future balance of Albanian political forces. What were the reasons that led to the failure of the draft? “First of all, mistakes were made in the procedure followed during the campaign for the draft constitution, which was a party electoral campaign, overly politicized. The people were not given the opportunity to feel connected to the draft. I am aware that even some of those who came out in defense of the draft during the campaign had not even read it. Then the event of 6 November was also very hasty. On the other hand, the referendum was quite a failure, because it taught Albanian politicians that the people can also say ‘no’. Now the draft will be revised. In your view, what should be corrected? Is parliament capable of doing this? “I think the parties must sit down at the table for serious and dedicated talks. No more prejudices. The work is not difficult. The draft submitted to the referendum had few changes; I am convinced it is very good. For me, the chapter on the heads of religious communities should not be written on one sheet. This is more of a traditional religious practice; for me the first guarantee is national security, the constitutional chapter. The chapter on the judiciary must be revised. Judges’ salaries should be set by law, as well as the courts’ budgets, which they should administer themselves. And greater guarantees should be created against the removal of Supreme Court judges”. And the powers of the President? “I think the discussions on this were more inflated than serious. Compared with the powers he has today, the draft does not bring any substantial change. The procedure for removing Supreme Court judges is more debatable. However, I am not in favor of having a president in whom everything is concentrated, because that would be more harmful”. How do you assess Berisha’s initiative to consult the political parties? “I welcome it. Perhaps the work on the draft constitution should have begun that way too. If the questions had been asked, the results would have been much more positive”. Zef Brozi, President of the Court of Cassation A1. What should its composition be? “The commission should include as many jurists and specialists as possible, people who are free from passions and united by a single goal: to give the country the most dignified Constitution possible. Let politicians understand one another in parliament and continue the work, because many major turns have already been made. Working time and other matters — in a completely incomprehensible way. For now, enough results have already come from the rally. People and the draft that will go to referendum must be thought through carefully. Rallies must be stopped decisively so that the people can study it”.

In the Southeast Albanians and Americans together in maneuvers TIRANA — For the first time in Albania, a joint military exercise will be held with Albanian and American servicemen. The maneuvers will take place somewhere in the southeast of the country, on a date that has not yet been set. The announcement was made on Friday by the information spokesman. The exercise will be held within the framework of the “Partnership for Peace” initiative, to which Albania has been committed for some time. According to the announcement distributed on Friday, only American officers and NCOs will take part in the maneuvers. First aid, logistics, troop movement in small groups, evacuation in emergency situations and other actions in the field are some of the areas in which Albanian servicemen will train and American ones will try to perfect in the upcoming exercise. According to the same sources, American military experts will accompany all field actions of their Albanian colleagues. In a second phase they will evaluate the exercise results. American servicemen will take part in the celebrations for the 50th Anniversary of Liberation.

Lake Shkodër SHKODËR — Fuel smuggling traffic has claimed its first victim. In the waters of Lake Shkodër, driver Murat Dashi, from Gruemira, has died in mysterious circumstances. The fatal accident happened on the boat loaded with diesel that he was taking — 1 member of the crew and a 12-year-old boy who fortunately survived — illegally to Montenegro. The tragedy on the lake has caused pain and tears in the Dashi family and among his fellow villagers. The body is still somewhere at the bottom of the lake — along with the grief of this peasant family — and the police are now searching for it. The घटना took place on Wednesday — but the details have only now become known — around 3:15 p.m. Somewhere near Vraka — an area crossed by fuel smugglers’ routes — Dashi was transporting with his boat the load on which he had placed his hopes of making money: 8 barrels of fuel. The details of the tragic accident were obtained only after the police preliminary investigation. Sources from the Shkodër police station told Gazeta Shqiptare the story of those terrible moments. Dashi drowned 300 meters from the shore as a result of his vessel capsizing. While he was rowing to set off, at the same time he accelerated the engine he had installed, causing the boat to gain dangerous speed. The boat lost its balance as its bow rose into the air and, after only a few meters, it capsized. The diesel cargo went over with it. To make up for the cruel act, the fisherman’s tall boots worn by the victim also “helped”. Filled with water, they hastened his horrific death. The only impulsive act in this event was the rescue from sinking of the 12-year-old child who was traveling with the victim. It was precisely this that helped him, also by luck, to swim the distance that separated him from the shore. The life-saving swim lasted 15 minutes. That is how long it took the child to cover the 300 meters. He immediately informed Dashi’s family and fellow villagers, who alerted the police. Even so, up to the minute they went into the water to look for the body, and despite the efforts of diving specialists, the corpse remains engulfed by the cold water. The lake, the golden road to profit for many people from Shkodër, has now unfortunately also become a “graveyard”. Arlinda Gusholli

State Control investigation KOLONJË — A storm over the senior officials of the Kolonjë district. The results of the financial investigations carried out by the State Control Service have just been announced — and they have uncovered serious violations in the District Council, the Ersekë municipality, and also the National Privatization Agency.
