TIRANA — Yesterday Tirana and all of Albania commemorated an important date in the calendar of events: 28 November, Albania’s national holiday. This is the second time this date has embodied the two most glorious events in the country’s history, the raising of the flag in Vlora in 1912 and the triumph of the people over Nazi rule. This year the anniversary marked a full half-century, and therefore the calendar of activities gave it the appearance of a gigantic festive scene.
Tirana experienced yesterday for the first time after the major changes in its latest appearance; the last parade had taken place on 29 November 1985. The army marched past the citizens for the first time after its reform. Before the dim movements on the Boulevard Dëshmorët e Kombit, veterans, participants and protagonists of the glorious events of November 1944 also passed once again. The Municipality of Tirana also took part in the celebration. As initiator of a packed programme that began a few days earlier, its festive activity was crowned yesterday with an event that residents of the capital experienced for the first time in the frames of the fireworks display. A fair was organized with the participation of many commercial firms. In front of the fair, units of paramilitary formations and others demonstrated.
Official Albania thus commemorated 28 November with celebrations and also with an extra day of holiday. But in the socialist camp and among a large part of the veterans, the old date commemorating the liberation of the country has not been forgotten. Socialists once again returned in their press to 29 November. According to them, the decision to eliminate this date from the calendar of national holidays was unmotivated and arbitrary. Even today — though not officially — the tradition of celebrating 29 November as well seems likely to continue. (p.r.)

TIRANA — Only a few more days remain for the ministers who will leave the government. They will say farewell to the end of the chair that will be taken by names not approved by parliament and to the other proposal with which Meksi has this time brought down the drastic changes to his cabinet: the reorganization of the ministries.
It was the President of the Republic, Berisha, who postponed the departure of the ministers and the appointment of new ones. The reason for this has been the legal procedure that must be followed in cases where the restructuring of ministries is requested, whether by merging several into one or creating new ones. The decision to approve changes in the structure of the government belongs only to parliament, on a proposal made by the President. So far it is still not known to whom this proposal will be submitted to the deputies. But knowing that the moves Meksi has decided to make have now been confirmed, it is not excluded that the proposal will reach parliament.
This procedure will be followed and it now remains only between Meksi and Berisha. The President seems set to make the final decision on the changes proposed for the composition of the Government. After this, Meksi will have to present Berisha with his next list: that of the names of the new members — who will have to take the oath before the President — who will then seek confidence for the future of his cabinet.
Trial in Vlora: two years in prison for a murder

VLORA — Only two years of imprisonment for Goj Çuko from Fier. On 1 May of this year in Vlora, with a knife blow, 17-year-old B.C. Tani Çuko from Vlora was killed; the court took into account a number of mitigating circumstances, and he has also benefited from the amnesty recently approved by Parliament.
The murder had occurred after an argument between two young men at the tourist spot of Ujorase, where Çuko’s group and that of the victim from Vlora were spending Easter Day. Here a quarrel had led to the death of the 17-year-old from Vlora. In the trial, details were highlighted which, according to the court, should have an effect on reducing Çuko’s sentence. The hearing, the trial, did not proceed calmly. The family of the victim did not accept the court’s decision; the family of the victim did not take part in the final court session.
Kakavija: another stop for Albanian travelers

GJIROKASTER — Crossing through the border points with Greece has become more difficult for Albanians. Kakavija — the border crossing perhaps most frequented by citizens of both countries — was closed on Monday morning by the Greek side. The latest decision, which had blocked it earlier for weeks and was later cancelled, created confusion among Albanians who were waiting to cross into Greek territory.
This time those not allowed to cross included travelers who held valid visas issued at the Greek Consulate in Gjirokaster. The Greek customs authorities at Kakavija were unable to answer their questions clearly. In a strange rise of helplessness, this decision meant that hundreds of citizens could not take the road because of the major blockade between the two border countries. Kakavija has suffered blockages over a period of time. It has become, in a sense, a barometer for measuring relations. It has often happened that the closure of the crossing also had consequences for the economic activity of many traders. From all over Albania, but especially from the southern regions of the country, many traders have based their activity on imports of Greek goods or goods bought in Greece. But for a long time visas, even for traders, have become increasingly scarce, and the Greek Consulate in Gjirokaster has also slowed the pace for traders.
Disabled children on stage
SHKODER — They all suffer from different nervous diseases, but they refuse to give in to them. These are the children of the Shkodër school for the disabled, whose latest initiative has been a series of artistic performances they have given from time to time in the country. After being welcomed with cheers in their own city, then in Tirana and Lezhë, they are increasingly taking to the village stage as well. Their latest success was in Lezhë. Two refugees robbed in Italy

FOGGIA — Two Albanians were the victims of a bloody incident that occurred on Friday evening in a village in the province of Foggia. Both were attacked by two gangs that tried to seize their belongings, and this happened among Albanian families living in houses in the area. Juan Picar and Mir Kuci, both from Tirana, are now in the hospital in Foggia. For the first, doctors have given a guarded prognosis; the second victim remains wounded in the leg.
40,000 lire was the amount stolen from the two of them. A small sum compared with the great sacrifices and hardships the two had endured.
Italian investigators have managed to reconstruct the dynamics of the event based on the statements of the two Albanians. Three bandits broke down the door of the house where the two Albanians were sleeping. Armed, they demanded that the Albanians hand over the money immediately. One of the Albanians reacted by turning on them at once and fighting back. Mir was badly injured by the blows.

BELGRADE — While the UN at the last moment proposes to release the military forces immediately from the area and act by trusting blue helmets? Bihac, it seems tragically, is on the verge of falling. Serb troops are already fairly far from the city center; fighting, often also hand-to-hand, is taking place a few hundred meters from the hospital, the tragic symbol, with 2,000 immobile patients, in this bleak territory alone.
The Serbs do not seem to intend to capture Bihac, although according to military sources they could do so at any moment. Their aim is to drag it into the bloody days of November with even greater force. Meanwhile, they continue to maintain a very high and bloody level of tension, leaving open only one strategic passage which they can block whenever they want. But the plight of the 60,000 civilians trapped in unmatched misery is under threat.
And this has already made the inhabitants of Bihac accept their fate, even though they are now trying the desperate tactic of slipping out of the area. But perhaps it is already too late, and for many as well? bombing means putting the lives of innocents at risk.
The war seems to be drawing to a close, and the only hope is that it will not end bloodily, while the problem of the blue helmets, hostage to the Serbo-Bosnians, also remains.
In fact, around 150 UN soldiers, British and Dutch, have been seized. The situation is extremely tense, but talks are under way from which a quick solution to the problem is hoped for, as has happened in other similar cases.
But this is not the only sign of rising tension. There are at least three others: a bombing carried out once again by the Serbo-Bosnians against a blue-helmet garrison in Visoko, north of Sarajevo; no serious damage, but a great deal of fear. The sudden attack by Sarajevo troops in the direction of Donji Vakuf, a city 26 controlled by the Serbs in western Bosnia, and the state of general alarm, Albanian? by Croatian troops.
In this dramatic context, fears of diplomatic efforts are growing, although a faint sign of hope is coming from the Bosnian Serbs. President Radovan Karaxhix has declared in a letter to the UN Secretary-General, Butros Butros Ghali, in which it is proposed to suspend the fighting in 10 immediate pajete.
